군 복무경험의 평가인정 방안

Plan for Social Recognition of Military Experiences

이 연구는 현행 징병제 체제에서 의무적으로 복무하는 군 장병들의 복무 경험을 학점 또는 기타경력 등으로 인정함으로써, 군 복무경험이 사회와의 단절이 아닌 삶의 연속선상에서 이루어지는 하나의 학습 과정이 될 수있도록 하는 것이 목적이다. 이를 위해 본 연구에서는 육군에서 복무하고 있는 장병 550명을 대상으로 군 복무경험의 사회적 인정방안을 위한 요구분석을 실시하였으며, 국내외 사례를 조사하여 시사점을 도출하였다. 본 연구 결과에 의하면, 군 복무경험은 비형식 무형식 학습인 경험학습의 일부로 평가인정 되어야 한다는 것이다. 그리고 이를 위해 다음의 사항을 고려하여야 한다. 첫째, 군복무 경험을 지나치게 학점에만 연계할 필요없이 제대후 취업을 염두에 두고 있는 군 복무자에게 경력증명이나 추천서 발급 등을 시행할 수 있는 방안을 모색해야 할 것이다. 둘째, 군의 대부분을 차지하고 있는 전투병과에 대한 복무경험 인정 방안을 마련하는 것이중요하다. 이를 위해서는 전투병과에 대한 직무분석을 체계적으로 실시하여, 이를 교육훈련과 연계시키고 질을 관리할 수 있는 방법을 마련하여야 한다. 셋째, 군복무 경험에 대한 사회적 인정은 단계적으로 적용하는 점진적 접근법도 있지만 보다 광범위하게 적용할 수 있는 혁신적 접근법이 고려되어야 한다.

The purpose of this study was making the military service experience not be disconnection from the social life but be one of the learning processes on a continuum of life by recognizing the mandatory military service that a group of soldiers are serving under the current conscription as credits or other career experience. In this study, after 550 soldiers serving in the army were responded for planning for social recognition of military service experiences, data were analyzed by investigating the domestic and international cases. According to the results of this study, the military service experience must be recognized as a part of experiential educations that is informal education. The following issues should be considered. First, the government should seek more flexible ways to be applied primarily in the military such as a career certificate or a letter of recommendation for military service members without the need to link the military service experience to credits too much. Second, it was most important to look for ways to recognize the service experience to the combat arms that command most of the military. For this, the job analysis about combatant branches should be carried out in a systematic way, and be linked with educational training, and the government has to seek the ways to manage it well. Third, there was the gradual approach that is a method of the phased application for the social recognition to the military service experience, but the innovative approach that can be applied broadly should be considered.
