교육참가자의 개인특성에 따른 취업지원프로그램의 취업효과: 청년층을 중심으로

The Employment Effect of the Employment Assistance Program by Participant`s Characteristics: Focused on Youth Participants

이 연구의 목적은 한국고용정보원에서 구직자의 취업을 지원하기 위해 개발하여 운영하고 있는 청년층직업지도프로그램과 성취프로그램의 취업효과가 교육 참가자의 개인특성에 따라 어떠한 차이가 있는지를 구명하는 데 있었다. 이를 위해 고용보험 DB와 워크넷의 취업지원프로그램 참가자 DB를 연계한 자료를 중도절단분위회귀모형을 통해 분석하였다. 취업지원프로그램의 청년층 취업효과를 분석한 결과, 참가자의 개인특성에 따라 취업에 소요되는 기간에 차이가 있었다. 참가자의 연령이 많을수록, 남성보다는 여성이, 자격증이 없는 사람이 더 긴 것으로 나타났다. 반면프로그램 참가 이전에 직장경험이 있는 사람의 경우 취업에 소요되는 기간이 짧은 경우에는 그 기간이 단축되는 효과가 있으나, 취업에 소요되는 기간이 길어질수록 직장경험은 미취업 기간을 증가시키는 효과를 보였다.또한, 청년층직업지도프로그램과 성취프로그램의 상대적 취업 효과에서는 청년층직업지도프로그램에 비해성취프로그램의 취업효과가 컸으나, 프로그램 이수 후 미취업 기간이 길어질수록 그 효과는 감소하여 더 이상유의미하지 않았다. 이상의 결과를 바탕으로 취업지원프로그램의 효과 제고를 위한 교육운영방법 개선과 취업지원프로그램의 취업효과 분석의 정밀성을 기하기 위한 추후연구를 제언하였다.

The purpose of this study was to investigate the effect on employment of Youth Career Guidance Program and Achievement Program developed by KEIS(Korea Employment Information Service). Especially, this study determined differences of the effect by individaul characteristics participating the above two programs. To achieve this purpose, the censored quantile regression model was employed for analyzing data combined the Work Net and the employment insurance. The results of this study were as follows. First, employment effect of the Employment Assistance Program for the youth was significantly different by age, gender, and qualifications of participants. Especially, person with job experience was quicker than one without job experience to exit unemployment at the lower quantile, but the effect decreased at the higher qauntile. Person participated in the Achievement Program had shorter unemployment duration than the Youth Career Guidance Program, but the effect was gradually decrease and was not significant at the higher quantile.
