특성화 고등학교에서 양성할 지식재산 실무인력의 핵심 역량 요소에 관한 연구

이 연구는 특성화고 수준에서 양성 가능한 지식재산 실무인력이 갖추어야 할 지식과 기능을 분석하고 이를 바탕으로 지식재산 실무인력의 핵심 역량 요소를 도출하는 것이다. 이 연구의 주요 결론은 다음과 같다. 특성화고 졸업 수준에서 접근 가능한 지식재산 실무인력에게 요구되는 지식과 기능을 지식재산 창출 영역의 ``생산직무``, 지식재산 보호 영역의 ``도면 작성 직무``와 ``지식재산 정보 제공 직무``, 지식재산 활용 영역의 ``침해 단속 직무수준``에서 도출하였다. 지식재산 실무인력의 지식적인 측면에서 요구되는 핵심 역량 요소는 ``정보 검색``, ``제품 및 기술``, ``지식재산 관련제도``, ``지식재산 관련 용어``, ``지식재산 권리화 절차``, ``지식재산 관련 법``, ``특허 권리 범위``, ``특허 분석 기법``, ``지식재산 업무``와 관련된 지식이다. 기능적인 측면에서 요구되는 핵심 역량 요소는 ``정보 검색``, ``정보 수집``, ``정보 분석``, ``정보 평가``, ``제품 및 기술이해``, ``특허 이해``, ``업무 이해``, ``도면 작성``, ``도면 이해``, ``문서 이해``, ``의사소통``, ``대인관계``와 관련된 기능이다. 이 연구에서 제시된 핵심 역량 요소는 체계적인 지식재산 실무인력 양성을 위한 기초 자료로서 특성화고 교육과정과의 연계를 위해서 교과목화할 수 있는 연구를 지속적으로 수행하여야 할 것이다. 제시된 핵심 역량 요소들을 지식과 기능의 공통적인 특성에 따라 유목화하고 이를 바탕으로 이론·실습 통합 교과 성격의 교과목 또는 실습 중심의 교과목 도출이 가능할 것이다. 또한 핵심 역량 요소는 지식재산 실무인력 양성을 위한 교육과정 범위의 구체화와 실무 인력 양성 방향 정립에 기초 자료로 활용 가능하며, 나아가 지식재산 실무인력 자격 제도의 확립에도 활용 가능할 것이다.

The purpose of this study is to discover factors of key competence of intellectual property personals based on the analysis of knowledge and function required to have as intellectual property personals, which are also available to educate at specialized vocational high school. Major findings of this study are as follows: First, the knowledge and function required to have as intellectual property personals which are also available to educate at specialized vocational high school are derived from three different areas. In particular, ``work of production`` is derived from the area of creating intellectual property; ``work of conducting drawing`` is derived from the area of protecting intellectual property; ``work of crackdown on violation`` is derived from the area of making use of intellectual property. Additionally, as factors of key competence on the perspective of knowledge of intellectual property personals, knowledge related with ``information search``, ``production and technology``, ``regulation related with intellectual property``, ``terms in intellectual property``, ``procedures of having intellectual property a right``, ``laws related with intellectual property``, ``scope of patent right``, ``technique of paten analysis``, and ``work of intellectual property`` are suggested. Also, as factors of key competence required on the perspective of function, function related with ``information search``, ``information collection``, ``information analysis``, ``information assessment``, ``understanding products and technology``, ``understanding patent``, ``understanding work``, ``conducting drawing``, ``understanding drawing``, ``understanding documents``, ``communication``, and ``interpersonal relation skill`` are suggested. The factors of key competence suggested in this study are fundamental data to educate intellectual property personals systematically. Thus, sustainable study should be conducted to have the factors developed as subjects at school for liaison with curriculum of specialized vocational high school. In accordance with shared characteristics of the knowledge and function, the suggested factors of key competence can be grouped to be developed into a subject, which can be later concluded as a subject which integrates theory and practice and also, a subject which focuses on practice. In conclusion, factors of key competence can be available to make concrete the scope of curriculum to educate intellectual property personals and can be used as basic data to shape direction of personals education. Furthermore, they are expected to be utilized to establish accrediting system of intellectual property personals.
