고등학교 단계에서 산업안전보건교육은 산업재해 예방 차원에서 중요한 의미를 지니고 있다. 산업재해를 줄이기 위해서는 학교에서의 체계적인 산업안전보건교육의 실행이 필요하다. 이러한 필요성에 기초하여 본 연구는 고등학교 교사와 학생의 산업안전보건교육에 대한 인식과 요구를 파악하는데 목적을 두었다. 구체적으로는 교사와 학생 모두 일반계 고등학교와 전문계 고등학교의 학교 유형별로 산업안전보건교육에 대한 인식과 요구의 차이가 있는지를 분석하였으며, 학생들의 경우에는 성별에 따라 차이가 있는지를 함께 살펴보았다. 이를 위하여 이 연구에서는 일반계 고등학교 및 전문계 고등학교 교사와 학생들을 대상으로 설문조사를 실시하였다. 연구 결과, 고등학교 교사 및 학생들의 대부분은 산업안전보건교육의 필요성을 인식하고는 있으나, 산업안전보건에 대한 내용에 대해서는 그다지 잘 알고 있지 못한 것으로 나타났다. 산업안전보건교육의 운영 측면에서는 대부분의 고등학교에서 산업안전보건교육을 독립교과로 운영하기 보다는 관련교과 내용에 포함시켜 운영하는 사례가 많은 것으로 드러났다. 또한 교사들은 산업안전보건교육에 관한 교수 능력이 충분하지 않은 것으로 인식하고 있었으며, 교원연수의 필요성에 대해서는 긍정적인 반응을 보였다. 특히 전문계고 교사들은 일반계고 교사들보다 산업안전보건교육에 대한 교원연수의 필요성을 보다 높게 인식하고 있었다. 한편, 고등학교 남녀 학생들은 대부분 초등학교 및 중학교에서 산업안전보건에 대하여 학습한 적이 있는 것으로 밝혀졌으나, 산업안전보건교육의 내용과 방법에 대한 만족도는 그리 높지 않은 것으로 나타났으며, ``강연이나 특강형식``의 교육과정 운영에 대해 높은 선호도를 나타냈다. 연구 결과를 바탕으로 본 연구에서는 학교에서 산업안전보건교육의 운영을 개선하고 활성화할 수 있는 방안을 제언하였다. 첫째, 산업안전보건교육 관련 제도의 정비와 강력한 정책적 의지가 필요하다. 둘째, 학교 교육과정에 산업안전보건 내용의 통합이 필요하다. 셋째, 산업안전보건에 관한 충실하고 흥미로운 교육의 제공이 필요하고, 교사의 산업안전보건 교육 능력 제고를 위해서는 연수기회를 확대할 필요가 있으며, 다양한 산업안전보건 교재의 개발 및 보급이 요구된다. 마지막으로 산업안전보건교육의 효과적인 개발 및 운영을 위해서는 관련 기관간의 협력이 필요하다.
The industrial accident rate had been substantially decreased since the legislation of Industrial Safety and Health Act in 1981. However, the industrial accident rate has been stagnant at 0.7% over the last decade. This implies that restrictions are not effective any more so that the fundamental change in awareness of safety is essentially required. In this sense, early education for safety and health education is critical at school. Thus, this study examined the perceptions and the needs and the occupational safety and health education at school by surveying to high school teachers and students in Korean academic and vocational high schools. On the basis of the research findings, this study suggests the implications for occupational safety and health education. First, the revision of provisions regarding occupational safety and health education, and policy efforts for promoting occupational safety and health education are strongly needed. Second, the contents of occupational safety and health education should be integrated into school curriculum. Third, various materials need to be developed for effective teaching and learning of occupational safety and health education. Additionally, many opportunities for education and training programs on occupational safety and health should be offered to teachers. Finally, related organizational collaborations are vital for contents development and effective implementation.
