고령자 직업능력개발을 위한 사회적 자본화 이론모델 정립 현장사례연구: 노인일자리사업을 중심으로

A Case Study of Social Capital Theory Building and Application of Human resource development for Older Adults: Senior Employment Project

본 연구는 고령자 직업능력개발을 위한 사회적 자본화 이론모델구축의 기초연구로 실시되었다. 고령자의 직업능력을 향상시킬 수 있는 방안을 모색하여 초 고령사회로 접어들면서 생기는 문제를 해결하고자 노인일자리사업의 효율적 운영을 위한 개선방안을 제시하는데 그 목적이 있다. 노인일자리사업 평가를 위하여 일선 노인복지관의 노인일자리사업 담당자들을 대상으로 심층면담을 실시하였다. 노인일자리사업의 현장사례연구결과 경제적, 신체적 건강증진, 자아 존중감 향상, 사회적 관계 향상 등이 참여자가 인식한 효과성으로 나타났다. 사업운영에 있어서 기관역량이나 규모의 차이에 의한 사업간 편차를 보완해 줄 수 있는 제도적 지원이 필요한 것으로 나타났으며, 일자리지원 제도의 체계적인 모니터링활동도 요청되었다. 무엇보다 전담인력의 고용안정성 확보가 일자리 사업의 중요한 요소로 언급되었다. 노인일자리사업 활성화를 위한 개선점으로 운영 체제적 측면에서는 노인일자리사업 관련 DB화와 함께 사업추진체제간의 연계성 확보, 일자리사업 전문 인력 양성이 개선점으로 도출되었다. 노인참가자들은 직업에 대한 적극성 그리고 일터에서의 직업의식 함양 등이 필요한 것으로 나타났다. 노인계층에 대한 사회적인 관점전환과 직업의식변화도 고령자직업능력개발을 위한 사회적인 변화요소로 제언되었다.

This study was carried out as the basic research on establishing a model of social capital theory for developing vocational competence of older adults. In order to solve problems generating from ultra aging society by exploring plans to increase vocational competence of older adults. This purpose of this provide the meaningful alternatives for the aged`s job creation project through its evaluation related the effectiveness. The evaluation of effectiveness for the aged`s the job creation project is based on both subjective and objective perspective. The evaluation indicators for subjective effectiveness are composed of the participation`s satisfaction of project, the variation of actual income, the improvement of physical and mental health, and the development of social participation or human relationships. Under this viewpoint, with arrival of aging society, in case of Korea, it was appeared that implication obtained through policy and programs of development of vocational competence of older adults of advanced foreign countries has provided a momentum for government, local communities and corporations to be able to successfully increase participation rate of older adults in vocational training by connecting social capitals with lifelong education and to create and continue new jobs by making vocational competence development and programs.
