우리나라 수석교사제는 1981년부터 논의된 이래로 교직사회의 과도한 승진경쟁구도 완화와 교사의 수업전문성 개발을 위해 2008년 3월부터 2011년까지 시범 운영되고 있다. 이러한 상황에서 일본 미야자키현 수석교사 운영실태 분석을 통하여 수석교사제의 안정적 정착을 위한 대안을 탐색하는데 연구의 목적을 두었다. 일본 미야자키현은 교원능력개발평가 도입과 더불어 슈펴티처를 2006년부터 2008년까지 3년간 시범운영을 하였으며, 2009년부터 본격화되었다. 슈퍼티처는 수업전문가로서 동료교사의 교육실천을 개선하기 위해 지도·조언하는데 목적을 두었다. 미야자키현의 슈퍼티처 도입은 동료교사의 수업지원활동과 교과교육관련 교내외 연수활동, 수업공개 등에 참여함으로서 동료교사의 수업전문성을 제고하는데 기여하는 것으로 나타났다. 결론적으로 일본 미야자키현 수석교사 운영실태의 내용들은 앞으로 우리나라 수석교사제 위상과 역할, 선발과 배치, 처우 등의 법제화에 유용한 시사점을 제공할 것으로 기대된다.
In Korea, the creation of head teacher system has been a topic of national debate since 1981. It has been managing improvement for the model operation of head teachers system from 2008 until 2011. The purpose of this study was to actually analyze the status of operations for Miyazaki Prefecture`s Super Teacher in Japan. The model operation of Miyazaki Prefecture`s Super Teacher has been combined with teacher appraisal for professional development since 2006, it was raging since 2009. The role of super teachers is expected to lead systematization of learning in school by enhancing subject matter speciality through support for class teaching and management along with outside of school subject matter support activities in Miyazaki Prefecture. But, it was perceived by the respondents that introduction of super teacher system would not be able to alleviate severe competition for promotion among teachers. To conclude, the study should be enhanced primarily by legislation of regulations regarding specific roles, function, and treatment of head teachers limiting the number of selection and appointment and accurate understanding of head teacher system in Korea.
