CIPP 평가모형과 Kirkpatrick 평가모형을 활용한 중소기업 훈련 컨소시엄 사업의 성과 평가연구

Evaluation Research on the Outcomes of Consortium Training Programs for Small and Middle-sized Corporations by Using CIPP model and Kirkpatrick`s Model

본 연구는 국가 차원의 기술력과 대기업의 제품생산력, 중소기업의 자생력 향상을 위하여 정부, 기업, 대학이 협력체제를 구축하여 운영하고 있는 중소기업 훈련 컨소시엄 사업의 성과를 체계적으로 확인하고 평가하는 것을 목적으로 하였다. 이를 위해 CIPP 평가모형과 Kirkpatrick의 4단계 평가모형을 함께 활용하여 평가내용을 도출하고 사전 및 사후 설문조사 항목을 구성하였다. 사전-사후 설문조사는 컨소시엄 훈련 향상과정에 참여한 총 239개 중소기업 상급관리자를 대상으로 실시하였으며, 참여중소기업으로부터 정량적 자료를 함께 수집하였다. 사업 내용을 점검하고 성과를 분석하는 과정에서는 운영기관의 유형(대기업형, 대학형, 사업주단체형)과 참여기업의 규모별 차이를 검증하였다. 분석 결과, 운영 기관 유형별로 상황평가와 투입평가에서 유의미한 차이는 없었으나, 과정평가에서 중소기업의 규모에 따라 기관 유형별 운영내용이 차이가 있었으며 특히 공식적 상담이나 운영상 문제해결 프로세스가 사업 성과에 긍정적 영향을 갖는 것으로 나타났다. 산출평가에서 훈련프로그램 만족도와 학습정도, 업무수행과 관련된 직무만족도, 업무몰입도에 대한 사전설문과 사후설문 응답을 비교분석한 결과와 함께 생산량, 불량건수와 같은 정량적 산출요소를 고려한 결과, 전반적인 훈련 성과는 긍정적인 것으로 나타났다. 총괄적으로 본 연구의 사업성과 평가결과는 향후 중소기업 훈련 컨소시엄 사업의 내실화를 위해 운영기관과 참여 기업 간의 협력적 관계를 형성할 수 있는 제도적 장치 마련이 필요하며, 사업 성과를 점검하고 개선하기 위한 지속적인 평가시스템이 요구된다는 것을 시사하고 있다.

This study was to investigate the processes and evaluate the outcomes of consortium training project for small and middle-sized corporations, which was initiated to improve nation-wide manpower, corporational productivity, and self-sustaining of small and middle-sized corporations. The CIPP evaluation model and Kirkpatrick`s 4 level model were combined to induce evaluation inventory and to develop before - after survey items. The evaluation work was focused on the differences in processes and outcomes according to the types of operational institutes and the size of corporations. The managers from total 239 corporations were asked to answer before and after survey. The results of analysis reveled there was no difference among the types of operational institutes in context and input evaluation phrase. However, in process evaluation, there were significant differences according to the size of corporations in terms of official counseling program and problem-solving process. In product evaluation, satisfaction and involvement of jobs as well as individual worker`s productivity and error rate were improved by training program. The managers were recognized the outcomes of this project positively. The results suggested that there should be sustainable and comprehensive evaluation frame to improve the outcomes of this project.
