정부의 광역경제권 정책 변화에 따른 지역의 인적자원개발 역량 육성 방안: P광역시를 중심으로

Development of Training Program for Enhancing Core Competencies of Regional Human Resource Development: Focus on P Metropolitan City

본 연구의 목적은 정부의 광역경제권 정책변화에 따른 지역의 인적자원개발 역량 육성 방안을 마련하는 것이다. 지역의 RHRD 역량 개발을 위해 우선 문헌연구, 사례 연구를 통하여 정부의 광역경제권 정책변화, HRD 현황 등을 파악하였으며 그 결과 정부의 광역경제권 정책변화에 대응하기 위한 P광역시의 RHRD 역량은 ``동남권 미래지향적 틈새산업 창조를 위한 창조실천력``, ``녹색패러다임 실천력``, ``동남권 거버넌스 구축력`` 등으로 파악되었다. 그리고 이를 육성할 수 있는 방안을 역량별로 각각 3가지씩을 마련하여 그 초안을 바탕으로 전문가 형성평가를 거친 후 역량 육성 방안을 마련하게 되었다. 이러한 역량은 궁극적으로 동남권 융합서비스를 창출하고 새로운 틈새산업을 도출함으로서 미래지향적 동남광역경제권을 구축하는 기반이 된다. 그리고 위와 같은 역량을 육성하기 위한 역점과제를 선정하고 이를 구현 가능하도록 하기 위해 수행공학에 기반한 영역별 지원요소를 마련하였다.

The goal of the research was to develop of training program for enhancing core competencies of regional human resource development where it follows in a wide area of economic bloc shift in policy of the government. To gain the goal of the research, we have 2 tasks. The first is prototype of training program. The Second is complete version of training program according to result of FGI during 2 times. The result of the research have 3 core competencies- entrepreneurship, eco-paradigm, making governance- and 3 methodology each competence. This has the prtential to become the foundation for economic drive and growth in southeast Korea. These competencies can be implementation via performance support sustems developed specifically for each key area.
