1997년부터 직업기초능력에 관한 다양한 연구가 진행되면서 학자별 영역과 성취기준 등이 다양하게 제시되고 있어 일관성 있고 합리적 모형 개발의 필요성이 제시되고 있다. 이런 맥락에서 그동안의 국내 직업기초능력 모형을 비교?종합하여 직업기초능력 기본모형(안)을 도출하는데 이 연구의 목적이 있다. 합의된 직업기초능력 모형을 개발하기 위하여 직업기초능력의 개념, 직업기초능력 모형을 구성하는 영역, 요소, 세부요소 등 직업기초능력 모형을 합의하기 위하여 학계, 산업체 등 직업기초능력 연구를 수행한 경험이 있는 전문가들로 패널을 구성하였으며, 이들을 대상으로 델파이 조사를 실시하였다. 연구 결과를 간략하게 제시하면 합의된 연구 결과에 따르면, 직업기초능력의 개념은 ‘대부분의 직무유형과 직무수준에서 일을 수행하는데 필요한 기본적이고 공통적인 지식, 기술, 태도’라고 정의하였고, 총 3개의 직업기초능력 영역, 8개의 능력 요소, 그리고 20개의 세부요소로 구성된 직업기초능력 기본모형을 개발하였다. 이 연구를 통하여 개발된 직업기초능력 모형은 직업기초능력 교육훈련 프로그램의 개발 방안, 직업인력 선정의 자격검정 틀 개발, 진단평가 도구 개발의 기반으로 산업 현장에 적합한 인력 개발, 선정, 교육 등에 활용될 수 있다.
The purpose of this study was drawing a core competency model as comparing and synthesizing core competency models. the study method for development of a core competency model was verifying the validity of contents with applying four time Delphi analytic approaches for concepts and definitions of core competency models and domains, factors, details consisting of core competency models. As a result of this study, we defined core competencies as ``basic and common knowledges, skills and attitudes necessary for performing most types and levels of jobs, developed a core competency model composed of 3 domains, 8 factors, 24 details of factors. A core competency model drew from this study would be applied to development of human or selection and training suitable for industries, based on a development plan of education and training for core competencies, a development outline of screening system for choosing workers, a development tool of diagnostic assessment. After this study, an in-depth study should be progressed for an application of this core competency model.
