이 연구의 목적은 마이스터고 육성 정책의 성과를 분석하는데 있었다. 이를 위해 선행연구를 바탕으로 정책 형성과 정책 집행 영역으로 구분한 성과분석 준거를 개발하였다. 구체적인 분석 요소로 정책 형성 영역에는 정책 환경, 정책 목표, 의사결정구조로 설정하였고, 정책 집행 영역에서는 대상 학교 선정, 교육시스템 구축, 인적 인프라 구축, 물적 인프라 구축, 네트워크 구축, 지원 및 관리 체제 구축으로 설정하였다. 한편, 성과분석을 위한 자료는 마이스터고 정책과 관련된 연구보고서 및 내부 자료와 관계자 인터뷰를 통해 수집하였다. 이 연구의 주요 결과는 다음과 같다. 첫째, 마이스터고 정책형성 과정에서 국내외 여건과 이해관계자의 의견을 적절히 수렴하였고, 정책목표의 실현 가능성은 대체로 높았으나, 외국어 교육을 강화할 필요가 있었으며, 의사결정이 효과적으로 이루어지고 있었으나 관련 부서와의 협력 체계 확립이 필요하였다. 둘째, 정책 집행 과정에서 교육과정 및 졸업생 인증시스템 등 효과적인 교육시스템을 구축하였고, 학교장, 교원 및 우수 학생 확보를 통한 인적 인프라를 구축하였으나 마이스터 교원 확보를 위한 제도적 개선이 요구되었다. 그리고 다양한 주체로부터 예산 및 시설·기자재 등의 지원을 통해 물적 인프라를 구축하였지만, 지방자치단체 및 산업체의 실질적인 지원을 유도할 필요가 있었다. 또한, 산학협력 체제 강화 및 성장경로 지원 등을 통해 효과적으로 네트워크를 구축하였으나 지방자치단체와 산업체의 적극적인 참여가 필요하였다. 한편, 마이스터고의 효과적인 지원을 위한 마이스터고지원센터 운영과 중앙 단위의 실무 및 정책협의체 운영 등의 성과가 있었다. 셋째, 마이스터고 육성 정책의 발전적 방향으로 산학협력체제 강화를 위한 정책적 지원 및 자구 노력, 마이스터고 졸업생 취업을 지원하기 위한 제도 개선 및 네트워크 구축, 현장 수요에 탄력적으로 대응할 수 있는 교육시스템 및 역량 구축, 마이스터고 육성 주체 다원화를 통한 경쟁적 육성 환경 조성을 제시하였다.
The purpose of this study was to analyze the performance of policy for meister school. Performance analysis criteria was developed based on prior studies. It consisted of two categories which are policy making and policy implementation. Policy making category consisted of three elements such as policy environment, policy objectives, decision making structure and policy implementation category consisted of six elements such as selection of eligible schools, building a education system, building a human resource infra, building a physical infra, building a network, building a supporting and managing system. To analyze the performance, it was used research papers, internal data, and interview to persons who related meister school. The major finding of this study were as follows: ① In the policy making category; first, status of internal and external environment were reflected on policy making for meister school. Second, feasibility of policy objectives was so high, but the foreign language education should be enhanced. Third, decision making was effective, but it should be built the cooperative relationship with other functions in the government and office of education. ② In the policy implementation category; first, new education system was effectively built by developing of curriculum and graduates` approval system. Second, human resource infra was built by obtaining the excellent principals, teachers and students, but it should be improved the system for meister teachers. Third, physical infra was effectively built by supporting of funds, facilities and materials from various organizations, but it should be lead to supporting of local governments and industries. Forth, network was effectively built by enhancing the partnership between schools and industries and supporting the career path, but it should be lead to participating of local governments and industries. Fifth, to effectively support of meister schools, center for meister school and consultative groups of policy and practical affairs were established. ③ Developmental directions were suggested; political support and one`s own effort to enhance the partnership between schools and industries; improving the system and building a network for supporting the employment of graduates; building a flexible education system and improving the competencies to cope with the demand of industries; building a competitive climate by diversification of supporting agents.
