자격은 교육훈련과 노동시장을 매개하는 신호기제로서 주요한 역할을 한다. 이러한 자격의 신호기능은 임금효과를 추정함으로써 자격기능을 평가할 수 있다. 동 연구는 각 분야별 자격의 효과를 정확히 분석하기 위하여, 자격분류를 실시한 후, 국가기술자격 종목 가운데 기계분야 및 전자분야 자격종목의 임금효과를 추정하였다. 임금효과추정에 사용된 기법은 매칭기법이다. 그 결과 우리나라 자격의 신호기능은 자격수준에 따라 임금프리미엄이 다르게 나타났다. 즉, 기사이상의 경우, 임금프리미엄이 발생되나, 산업기사 이하 자격종목의 경우 임금프리미엄이 발생되지 않았다.
Qualifications are taking on growing significance as the society becomes more knowledge and capabilities based. Still, qualifications are not being fully utilized because they are not field based enough. Therefore, it is necessary to periodically assess the performance of qualifications, based on which underutilized qualifications should be supplemented or abolished. Here, the problem is how to assess the performance of qualifications. One major method is to assess qualifications effect on wage and for this purpose, qualification classification based on job duties should be done first. This is because the qualifications codes produced through classification is the only way to control job duties in the same area in order to assess accurate wage premium within the same job area. In this context, the qualifications classification was carried out first and then the wage effects of job duties in the machinery and electronics field were analyzed using the Matching method. This is the first study addressing qualifications effects on wage in the same area of job duties by specific working area and by qualification level.
