The purpose of this study was to derivate implications through comparing about change of the vocational training laws in Korea and Japan. To accomplish the purpose of this study, there were three steps of research like this ; 1) to develop the theoretical model for comparative the laws of vocational training in Korea and Japan through literature analysis. 2) to analyze the time of enacting and amending and the change of the laws through literature analysis. 3) to compare the change of the vocational training laws between korea and japan focused on the time of enacting and amending of the laws, the goals of the laws, and the certification of the vocational training instructors. The major conclusions of this study are as follows. First, there was difference in the time of enacting the laws and between Korea and Japan. Enacting time of Korea is later than Japan. Second, amending of laws were commented concretely in Japan. And Japan had vast prescription for vocational training and skill certification. Third, the purpose of vocational training laws was as like as two nations but, Japan had more concrete contents of amending laws than Korea. Fourth, Japan had 4-years and 2-years training program for vocational training instructors. And Korea was started with 2-years training program, changed 4-years program in after.
