Analysis on Participatory Government`s Vocational Training Policy and Its Preferable Direction

This paper deals with the desirable directions of government`s policy of order to manage the effective vocational training system under the rapid environmental shift. Through the analysis on environments surrounding vocational training, following four issues are identified as a pending tasks which need to be given priorities; `implementation of demand-oriented high quality vocational training`, `support to the system for lifelong learning`, `expansion of the vocational security and consideration of measures for competency development of the disadvantaged groups`, `improvement of training quality and enhancement of outcome-oriented management`. The preferable policy directions related on those pending tasks are as follow. Firstly, in terms of `implementation of demand-oriented high quality vocational training` it is necessary to train workers with high skill and support the upgrade-training for workers in order to reduce the mismatch between supply and demand in human resources. Secondly, measures to establish the linkage between lifelong learning and vocational training system need to be considered and support policy for them need to be developed for assistance to the system of lifelong learning. In third, `expansion of the vocational security and consideration of measures for competency development of the disadvantaged groups` is to establish target group who have been facing various difficulties in finding their job and specified supporting system for their vocational training. Under the light of this sense Outplacement Center for worker to be transferred to other job is also need to be found in particular. Meanwhile in order to cope youth unemployment problems Committee on Youth Employment are necessary to be convened for comprehensive countermeasure. It is also precious matter that Reentering labour market programs for the housewives, which provides specified courses by their age, educational level and job experience are offered. Lastly, `improvement of training quality and enhancement of performance-oriented management` is related on the countermeasures to provide customized training programs met the workers various demands. Moreover guidelines for improving quality of the vocational training should be developed through various activities such as development of systematic evaluation methods for efficiency of government`s vocational training budgets, and investigation and dissemination of best practices in this field.
