In face of rapid changes in the new corporate environment, the significance of human resources development within a company is growing more than ever as the means to acquire competitive edge and to outlast its competitors. The Korean companies, however, show signs of evading human resources development with the recent increase of flexibility within the labor market. In-firm Qualification can continuously develop workers vocational competency on the spot. So this study examines the weak points in the Ministry of Labors methods of controlling the quality of in-firm qualifications, and makes suggestions for promoting in-firm qualification systems. The following are some suggestions for government aid measures so as to expand in-firm qualification system. First, there need to be measures to establish a testing consortium that allows several companies to jointly manage in-firm qualification. Second, there should be measures to utilize in-firm qualification since it expands opportunities for an individuals ability development and lifelong learning. Third, in-firm qualification system not only enhances workers vocational competency development but also corporate efficiency. Fourth, the government needs to support training programs to enhance expertise of those in charge of in-firm qualification management. Fifth, the current government aid concerning in-firm qualification consists of supporting its developmental cost and its management cost.
