The purpose of this study was to develop the program the modular material to enhance the learning competencies of junior college students .For the purpose, the research team carried out the literature review and need analysis, hold subject matter expert meetings. As the result, this study identified the program and its framework, and developed the modular material. The program to enhance the learning competency of junior college student consists of 3 category, including `Basic Learning Competencies`, Advanced Learning Competencies` and `Desired Learning Habits`, which have their own sub-modules. Specially, the developing case of modular textbook titled Understanding Learning Style which is one module of `Desired Learning Habits` modules was introduced to explaining the framework of the modular textbook. Each module are made up of seven sections: cover, guide to use it, introduction of the contents, sub-modular learning materials, self-assessment sheet, references and appendix. Additionally, some recommendations were suggested for the future study with the various ways to use these modules.
