This study is intended to extract matters for improvement with regard to the procedures for the development of training standards as well as their components system, and thus to suggest the ways of reasonable operation of the system for vocational training standards by systematically diagnose and analyze the system. First, a review has been made in this research as to the meanings and system for vocational training standards, such as meanings and curricula development of vocational training standards, evolution of vocational training standards, current system and status of vocational training standards, and the changes in the environment surrounding vocational training standards. Second, to analyze the development system and components system of the vocational training standards in some foreign countries to find implications for us. Third, to conduct a survey on the requirements as to how to improve the system for the vocational training standards to analyze opinions of the persons in the relevant areas as to the ways and procedures for development of vocational training standards, components system, and its operation. Firth, to set up a basic principles as for the improvement of the system for vocational training standards, and to review whether vocational training standards are really needed so as to suggest the improvements of the system for its application, composition and development.
