The purpose of this study was to investigate the needs of teachers and students to design portal service for vocational high school education. To perform this study, needs analysis technique was used and data were collected by mail. Questionnaire was developed into 5-point Likert-type scale and verified by experts. Questionnaires were sent to 560 persons (56 schools, 280 teachers and 280 students) who were selected by stratified random sampling method, and 336 questionnaires (170 teachers and 166 students) were collected and analyzed. The major findings of this study were as follows: 1) The order of teacher`s needs was `1) trend of industry and new technology, 2) showing a good example, 3) teaching and learning method in practical exercise, 4) teaching materials, 5) vocational morality`, and each of the mean score of needs was high (3.41∼4.25). 2) The order of student`s needs was `1) adaption of profession and field-exercise, 2) entering a school of higher grades, 3) acquirement a qualification, 4) foundational scholastic ability, 5) desire and vision, 6) learning materials`, and each of the mean score of needs was high (3.63∼4.09). Portal service designed and established based on this study, should be an intermediary for facilitating vocational high school education.
