This study is aimed at providing vocational training teachers and administrators with the necessary informations and skills needed for planning, organizing and implementing modular programmes for education and training of trainees. To achieve these objectives, this study was carried out through review of the related literatures, survey and interview with vocational training teachers, and consultation with experts. Main findings were as follows: (1) It is necessary to establish the prerequisites for modular training. (2) Modular training programmes are designed differently according to traits of each training courses. (3) Modular training should be implemented by stages. (4) Infrastructures for modular training should be established. Based upon the results of this study, some recommendations for policy execution and further research were suggested.
