This study examines some recent development in Continuing Vocational Training(CVT) in the framework of lifelong learning with a emphasis on quality assurance. The current trend is that the diversified expansion of providers of CVT results in the efforts to improve the quality of CVT. Concern for norms and standards for the contents of training, quality assurance for training institutions, changes with the development of CVT. CVT is more focused on the outcomes oriented processes. New approach to quality assurance, that is, ISO norms and EN 45013 are discussed with reviews on quality indicators. The former described methods of structural and procedural organization for ensuring quality, while the latter permits the certification of the competences of individuals. The implications on the development of quality assurance system in Korea can be summarized as the followings; firstly, the necessity of the recognized vocational training standard & occupational standard framework at national level and the provision with the assurance system based on individual outcomes should be emphasized; secondly, the system for certification of key competence focused on outcomes should be considered on multidimensional aspect; thirdly, the instructor or assessor training program should be provided in advance and the enlargement of the labour demand for them should be implemented; finally, incentives and measures for improving the level of CVT investment by industry should be designed.
