The purpose of this study is to evaluate the 2+2 articulation program between Vocational High Schools and Junior Colleges. Employment rate, license acquisition rate, drop-out rate, and grade point average were analyzed, and students` estimation for the 2+2 articulation program was also surveyed. As the result of the analysis, the articulation program was proved to be effective in follow aspects; to improve the vocational program in junior Colleges, to strengthen key competencies needed for workforce, to contribute to the Social Safety Net, and to build up new vocational education system. To make it better, it should be necessary to change the goal of the program more realistic, to introduce strongly more softwares for the articulation program, to increase the budget and improve financial aid system, to enlarge the autonomy of financial administration, to enforce the accomplishment estimation, and to improve the student selection system.
