The purpose of this study was to analyze the needs, opinions of the teacher training program and to rebuild the program for raising competency-based vocational technical teachers in Korea University of Technology and Education for developing human resources in the 21st century. More than half of the respondents were satisfied to teaching-learning approaches and methods of evaluation. The respondents, who completed the program, had answered that the contents offered were very difficult or theory oriented in most. They indicated that one month of the duration of education was too heavy and not enough time to take the courses. The group of expertise perceived that the curriculum contents were so difficult or not suitable for the program, and recommended several subject areas for raising vocational technical teachers in 21st century.
