This study was designed for the purpose that the change of new job and occupational profile and requiring preparation for this change were suggested. Thus what is required for the preparation of individual job choice and what is implicated in Human Resources Development Policies is the major question of this paper. For the answer of this question, firstly I search what are important factors in changing job outlook of new century. Secondly how those factors will affect job and what competence will be needed was detected. And nextly I confirm this change by the future employment forecasting with quantity. These analysis enables transferable ability to emphasize for future work organization. So the vocational education and training should make effort to meet this ability. For this, the vocational education and training should emphasize (1) basic education of key qualification, and (2) social skill and management skill.
