정부부처 직업계고 지원 사업에 대한 특성화고 교원의 인식과 개선 방안에 대한 연구

A Study on the Teacher s Perception and Improvement Plans for Vocational High Schools Supported by Government Ministries

이 연구의 목적은 정부부처 직업계고 지원 사업에 대한 특성화고 교원의 인식과 문제점을 조사하고 정부부처 직업계고 지원 사업의 운영 요인에 대한 중요도·난이도와 교육요구도 및 우선순위를 분석하는 것이다. 이를 위해 정부부처 직업계고 지원 사업을 운영하는 특성화고의 교원을 대상으로 설문조사를 실시하였으며 그 결과는 다음과 같다. 첫째, 정부부처 직업계고 지원 사업에 대한 인지 정도, 동의 정도, 효과성, 필요성은 대체로 높게 나타나 정부부처 직업계고 지원 사업에 대한 교원의 인식과 평가가 긍정적이라고 평가된다. 정부부처 직업계고 지원 사업이 긍정적으로 변화시킨 교육영역으로 취업연계 활동(71.2%)과 진로탐색 활동(49.1%)이 가장 높게 나타났다. 둘째, 특성화고 교원의 정부부처 직업계고 지원 사업의 문제점에 대한 동의 정도는 ‘고졸 인력 요구 분야에 대한 파악 미흡’ 3.68, ‘부처별 특화 인력양성 미흡’ 3.54, ‘각 부처 간 업무 협의 및 협력 미흡’ 3.52, ‘보통교과 교사의 참여 미흡’ 3.51, ‘사업 운영시기와 학사 일정과의 연계성 부족’ 3.42, ‘부처 간 인력양성 분야 중복’ 3.41, ‘정부부처 특성화고 종합정보관리 미흡’ 3.38의 순으로 나타났다. 셋째, 정부부처 직업계고 지원 사업의 운영 요인 중에서 ‘협력기업 발굴’, ‘산학협력 MOU 체결’, ‘산업체 파견 현장실습’, ‘학교 홍보’, ‘해당 산업 분야의 요구분석 및 노동시장 전망’ 이 교육요구도가 높고 최우선순위로 분석되었다.

The purposes of this study are to investigate teacher s perception and problems of vocational high schools supported by government ministries (governmental vocational high schools), and to analysis the importance, difficulty, and need analysis of teachers regarding the operation of those schools. The major results of this study were as following. First, the degree of recognition, degree of agreement, effectiveness, and necessity for the governmental vocational high school were generally high. The educational areas that the governmental vocational high school changed positively were job-related activities and career exploration activities. Second, the major problems of governmental vocational high schools were ‘insufficient research in areas requiring high school graduates’, ‘lack of specialized manpower training by government departments’, ‘insufficient business consultation and cooperation between government departments’, insufficient participation of ordinary subjects teachers’, ‘the lack of linkage between the project operation time and the school schedule.’Third, out of the operation factors of the governmental vocational high schools, teachers had relatively high needs for ‘finding partner companies’, ‘signing an industrial-academic cooperation MOU’, ‘workplace learning’, ‘promoting a school’, ‘analysis of demand and prospect of labor market for industry.
