우리나라의 서비스표준 현황 및 주요 이슈 조사

Research on the Current Status of Service Standards in Korea and Major Issues

본 연구는 서비스표준 관련 문헌, 국내외 관련 사이트, 각종 정보를 수집하여 서비스표준 관련 기초 내용 및 이슈를 정리․종합하였다. 또한 국내 서비스 분야 안전 및 표준 관련 법제도, 논란이 되는 주요 서비스표준 이슈 파악, 우리나라 국가 서비스표준 현황 및 문제점 파악, 서비스표준 활성화 및 개선 방향을 제언하였다. 지금까지 국내외 서비스표준의 트렌드를 볼 때 향후 서비스표준의 방향을 제시하면 다음과 같다. 첫째, 서비스표준 제정 과정 및 표준수요 선정에서 소비자안전, 일상생활 밀접 분야, 소비자피해가 많은 소비자 분야, 소비자요구가 많은 서비스 분야를 우선적으로 선정하여야 한다. 또한, 제 4차 산업혁명 시대에서 새로이 출현하는 서비스를 선제적으로 발굴하여 이와 관련한 서비스 표준정책을 펼쳐야 한다. 둘째, 서비스 표준 정책 및 표준화화 과정에서 소비자복지 지향성이 우선적으로 중요한 가치로 간주되어야 한다. 이를 위해 해외 서비스표준을 벤치 마킹하고 이와 관련한 서비스표준의 개발을 적극적으로 수행할 필요가 있다. 셋째, 중소자영업 서비스업자, 일반 소비자, 정부 관련 기관이나 학계, 소비자단체 등과의 협력 및 공조 그리고 적극적인 홍보가 필요하다. 또한 이미 개발되었거나 중요한 서비스표준은 서비스 인증제도와 연계하여 표준의 활성화를 꾀할 필요가 있다. 넷째, 서비스표준에 대한 국민의 인식을 높이고 나아가 서비스표준의 확산 및 활용을 높여야 한다. 이를 위해 서비스표준에 대한 소비자의 인식 제고, 안전 분야 서비스표준 보급ㆍ확산, 서비스 품질 향상 등 표준화의 효과를 홍보하여야 한다. 끝으로, 취약계층의 복지증진 및 삶의 질 향상을 위한 서비스 분야의 표준이 필요하다. 사회 서비스, 돌봄 서비스, 보육 등 사회복지 서비스, 간병, 간호 등 보건의료 서비스 등 취약계층에 필요한 서비스 표준에 대한 관심과 연구가 필요하다.

In addition, the legal system related to safety and standards in the domestic service sector, the identification of major controversial service standard issues, the current status and problems of the national service standards in Korea, and the suggestion for the activation and improvement of service standards were suggested. When looking at trends in service standards at home and abroad, the direction of future service standards is as follows. First, in the process of establishing the service standard and selecting the standard demand, the consumer safety, daily life closely related areas, the consumer areas with many consumer damages, and the service areas with many consumer needs should be selected first. In addition, it is necessary to proactively discover newly emerging services in the era of the 4th Industrial Revolution, and to implement service standard policies in this regard. Second, in the service standard policy and standardization process, consumer welfare orientation should be considered as an important value. To this end, it is necessary to benchmark overseas service standards and actively develop service standards related to them. Third, cooperation and cooperation with small and medium-sized business service providers, general consumers, government-related organizations, academia, and consumer organizations is necessary. In addition, it is necessary to promote standards that have already been developed or are important in connection with the service certification system. Fourth, it is necessary to raise public awareness of service standards and further increase the spread and use of service standards. To this end, the effect of standardization should be promoted, such as raising consumer awareness of service standards, disseminating and spreading service standards in the safety field, and improving service quality. Finally, there is a need for standards in the service sector to promote welfare and improve the quality of life for vulnerable groups. Social services, care services, social welfare services such as childcare, and health care services such as nursing and nursing are needed to study and study the service standards required for the vulnerable.
