The purpose of this study was (1) to analyze the needs of the recent laid-offs under the current IMF financial system, (2) to analyze current education & training programs, and (3) to draw some policy implications for improving the retraining programs. We utilized interview and mail-survey methodology to analyze the needs of the laids off and training institutes. 1,675 vocational education & training institutes were sampled and 546 were responded. The findings of this study can be summarized as follows; 1) The age spectrum of the recent laid offs was from 20 yrs to 50 yrs. 2) Their needs for the reemployment was very strong. 3) The programs could be classified into 5 categories : the programs for preparing an independent business, those for preparation of expert, those for obtaining licences, those for technical training, and the miscellaneous. 4) The institutes which have retraining programs were mainly composed of 4-year colleges(196 courses), junior colleges(168 courses), polytechnic colleges & vocational training institutes(94 courses), non-profit corporates (66 courses), educational institutes etc.(126 courses).
