청원경찰 신임교육 개선방안에 관한 연구

A Study on New Appointment Education of Registered Security Guards - Focused on Seoul Metropolitan Police Agency Education

본 연구는 우리나라 청원경찰관의 신임교육을 연구대상으로 선정하고, 교육 구성 및 운영의 적절성을 고찰하는데 그 목적이 있다. 이를 위하여 서울지방경찰청 청원경찰 기본 교육 자료들을 대상으로 교과목, 교관, 운영 등에 대해 질적 연구를 실시하였다. 그리고 교육생과 교육담당자에 대해 인터뷰를 실시하여 교육과정에 대한 만족도와 개선사항 등을 파악하였다. 본 연구에서 도출한 연구결과는 다음과 같다. 첫째, 신임 청원경찰관들에 대한 기본 교육 과목, 교관 선정, 교육 기간 및 운영 등은 전반적으로 교육목적에 부합하고 교육생들의 만족도 역시 높았다. 그러나 현장에서 근무하는 경찰관들에게 적합한 교육 과목에 대한 검토와 일부조정에 대한 의견도 파악됐다. 둘째, 일부 과목에 편중된 평가 방법 조정, 교과목 선택제 도입, 신임교육 이후 보수교육 실시 등의 새로운 교육수요가 존재하는 것으로 나타났다. 그리고 교육 담당자의 제안 사항 등도 향후 교육 기획 단계에서부터 반영해야만 양질의 교육이 가능하다고 판단된다. 따라서 경찰교육기관은 단기적으로는 향후 교육 인원 증가에 대비해서 교육 시기 및 장소 등을 확대하고, 보다 효과적인 평가 방안을 검토해야 한다. 또한 중·장기적으로는 보수 교육의 단계적 실시, 일부 교과목(총기·사격 등)에 대한 선택제 도입, 교육 前 임용 경찰관들에 대한 온라인 수업 등 변화된 교육 수요에 능동적으로 대응해야 한다. 이를 위해 직무교육 관련 예산을 선제적으로 확보하고, 청원경찰 담당자가 교육 기획 및 운영에 전념할 수 있는 여건을 마련하는데 적극적으로 노력해야 한다.

In this study, the trust education of registered security guards in Korea was selected as the research subject. Its purpose is to consider the appropriateness of the structure and management of education. For this reason, we conducted a qualitative research on the subject, instructor, and operation of the basic teaching materials of the Seoul Metropolitan Police Agency Petitioning Police. Then, we conducted an interview with the trainees and the person in charge of education to understand the degree of satisfaction with the curriculum and items for improvement. The research results derived in this research are as follows. First, the basic educational subjects of new petition police officers, the selection of instructors, the educational period, and the operation were in line with the educational objectives, and the students satisfaction was high. Second, it was found that there are new educational demands such as adjustment of evaluation methods biased to some subjects, introduction of subject selection system, and implementation of post-repair education after new education. Therefore, in the short term, the police educational institution should expand the time and place of education in preparation for the increase in the number of education in the future, and also consider more effective evaluation methods. In addition, it is necessary to actively respond to the changing demands of education in the medium and long term. Examples include step-by-step implementationof conservative education, the introduction of an optional system for some subjects (firearms, shooting, etc.), and online classes for hired police officers before training.
