공공복지전달체계 개편에 따른 사회복지관 기능정립 연구 - 인천시 복지관을 중심으로 -

A study on the establishment of social welfare center function according to the reorganization of the public welfare delivery system

본 논문은 최근의 공공복지전달체계(찾아가는 보건복지서비스, 커뮤니티케어, 사회서비스원)개편에 따른 사회복지관 기능의 재정립을 위한 대안모델을 제안하고자 한다. 연구대상은 인천광역시 10개 군ž구에 소재하고 있는 19개 사회복지관을 선정하여 FGI 방법으로 분석한 사회복지관의 대안모델은 다음과 같다. 사회복지관 대안모델의 3대 기능은 지역조직화 중심 즉 주민조직화, 서비스제공 축소, 사례관리 강화 등으로 나타났으며, 인천시 사회복지관의 대안모델은 지역거점과 주민조직화 중심의 지역특화사업으로 실시할 것을 제안한다.

In this paper, 19 social welfare center distributed in 10 county districts of Incheon Metropolitan City were made by continuously raising questions about the function and identity of the social welfare center following the recent reorganization of the public welfare delivery system (visiting health welfare service, community care, social service center). Research was conducted on the welfare center through literature review, current status survey, and FGI s research method to re-establish the three functions of the welfare center and prepare a realistic alternative model. As a result of analysis, the three major functions (regional organization, service provision, case management) were centered on regional organization (resident organization), reduced service provision, and strengthened case management. The future model of the Incheon Social Welfare Center focused on regional bases and community organization. It was proposed to carry out a regional specialization project.
