창의적인 아일랜드 프로그램에 기초한 한국의 음악교육정책 개선 방향 탐색

Exploring Korea s music education policy improvement direction based on Creative Island Programme

본 논문의 목적은 국가 수준에서 창의성 함양을 위한 장기 프로그램을 시행하고 있는 아일랜드의 창의성 함양을 위한 음악교육정책을 탐색하여 시사점을 도출하고 한국의 음악창의성 관련 교육정책의 개선 방향을 제시하고자 함에 있다. 이에 창의성 함양을 위한 학교 음악교육정책의 개선점을 도출하고자 창의적인 아일랜드 프로그램의 배경이 되었던 음악이 포함된 문화예술 교육정책의세부계획과 실천전략을 탐색하였다. 창의적인 아일랜드프로그램은 아동과 청소년들이 주체적으로창의적인 문화예술을 향유할 수 있도록 학교교육의 국가수준 정책지원을 배경으로 한다. 또한 모든 국민에게 평생교육차원에서 창의성 함양의 기회를 제공하여 미래세대가 문화예술을 향유할 수있도록 교육환경을 조성하기 위한 정책이다. 창의적인 아일랜드 프로그램의 정책적 성과를 문헌분석하여 문화예술 교육정책의 세부계획과 실천전략을 이론적 기초로 삼았다. 이를 토대로 한국의창의성 함양을 위한 음악교육정책의 개선 방향을 4가지 도출하였다. 지역협력체제, 지속적인 국가수준의 예산 증액, 평생교육차원의 창의성 계발과 음악의 생활화, 창의성 함양을 위한 구체적인 지침 마련 등으로 개선 방향을 제시하였다

The purpose of this paper is to explore the music subject areas of education policy for enhancing creativity in Ireland, which is implementing a long-term program for enhancing creativity at the national level, to draw implications and to suggest directions for improving education policies related to music creativity in Korea. This study explored the arts education policy that was the background of the creative island program in order to consider the school music education policy to foster creativity. It is also to provide lifelong education opportunities to enhancing creativity for all citizens. Based on the literature analysis of the policy outcomes of the creative Ireland program, the detailed plans and practical strategies of the culture and arts education policy were used as the theoretical basis. The directions of that improvement of the music education policy to enhance creativity in Korea, were suggested that the regional cooperation system, continuous national level budget increase, lifelong education level in music life and creativity, based on the policy achievements of the Creative Ireland Program.
