The Determinants of Standardization Activity at the Industry Level in Korea

본 연구는 산업 차원에서의 표준화 활동 결정요인을 이론적으로 검토하고, 이를 우리나라 산업을 대상으로계량모델을 통해서 검증한다. KS 제·개정건수를 표준화 활동의 대리변수로 삼았고, 그 결정요인으로는 기술적 기회, 자본집약도, 시장집중도, 수출비율, 수입비율, 부품조립산업 여부 등을 고려하였다. 분석대상은식료, 섬유, 화학, 비금속광물, 금속, 전기전자, 기계, 자동차, 조선 등 16개 산업이며, 2013-2017년 기간동안 자료를 사용하여 최소통상자승법(OLS)으로 추정하였다. 연구결과, 기술혁신활동이 활발하고, 자본집약적이며, 조립산업 성격이 강한 산업일수록 KS 제·개정 활동이 활발한 것으로 나타났다. 또한 수입비율이 큰산업일수록 KS 제·개정건수가 많았다. 반면에 시장집중도는 표준화 활동에 대해 부(-)의 효과를 나타내었고, 수출비율은 KS 제·개정건수에 대해 통계적으로 유의한 효과를 가지지 않는 것으로 분석되었다. 따라서정책당국은 기술과 표준 간의 연계성을 촉진시키고, 전기전자, 기계, 자동차 등 부품조립산업과 중소기업의표준화 활동에 대한 지원 혹은 배려가 필요하다. 특히 수출비율과 표준화 활동 간에 연관성이 없는 것으로 나타났으나, 정책적 측면에서는 오히려 수출활동과 표준화 활동을 연결시키는 노력이 강구되어야 한다. 하지만이와 같은 연구결과 및 정책적 시사점은 표준화 활동의 재정의, 표준유형의 세분화, 분석대상 산업의 확대 등을 통하여 확인 및 재검토될 수 있다.

The paper empirically investigates the determinants of standardization activity at the industry level in Korea. The number of enacting and revising of the Korean Industrial Standards is used as a proxy for standardization activity. The independent variables are innovative activity, factor intensity, market structure, export ratio, import ratio and assembling industry. We estimate the Ordinary Least Square (OLS) regression model using the pooling data for 16 Korean industries during 2013-2017. The empirical findings show that innovative activity, capital intensity, import ratio, and assembling industry have a positive effect on the number of enacting and revising the Korean Industrial Standards, respectively. However, market structure is negatively related with the standardization activity. Export ratio has no relationship with the number of enacting and revising the Korean Industrial Standards. Therefore, policymakers should induce the connection between standards and technology, foster the standardization activity of assembling industries (e.g. electronics, machinery and automobile) and support the standardization activities of small and medium enterprises (SMEs). In particular, since standardization plays an important role in the international market, the connection between standardization and exports should be enhanced.
