심리상담 국가직무능력표준(NCS)을 활용한 심리상담자격 표준화 방안

A Study on Standardization of Psychological Counseling Qualification based on National Competency Standards (NCS) of Psychological Counseling

심리상담에 대한 사회적 수요가 증가하여 전문적 심리상담자격의 중요성이 부각되는 상황에서 심리상담에 관련된 다양한 국가자격과 민간자격이 운영되지만 일정한 기준에 근거한 상담자격표준화가 되어 있지 않아 국민적 혼란이 가중되고 있다. 이에 본 연구는 상담자격 표준화를 위해 지금까지 시도되었던 상담법 제정 추진, 상담자격 관련 기존법령 개정, 국가공인민간자격추진, 심리상담 NCS 기반 심리상담사 자격개발 제안 등의 제반 시도들과 한계를 살펴보았다. 그리고 현실적인 대안으로 2015년 개발된 심리상담 국가직무능력표준을 활용하여 청소년상담사, 전문상담사 등 기존 상담자격을 NCS기반 자격으로 전환하는 방안, NCS기반 실무역량평가 도입 방안과 NCS기반 과정평가형 기술자격으로 심리상담 기술자격 신설 방안을 제시하였으며, 이러한 상담자격 표준화를 위해 향후 필요한 과제를 살펴보았다.

As the social demand for psychological counseling has increased, the importance of professional psychological counseling has emerged, but the national confusion is aggravated because the psychological counseling qualifications have not been standardized. So this study examines some previous trials for standardization of psychological counseling qualification such as establishment of counseling laws, revising existing laws related to counseling qualifications and development of NCS-based psychological counseling qualifications. And this study proposed a method for converting existing counseling qualifications to NCS-based qualifications and establishing a new NCS-based national technical certificate for psychological counseling.
