코로나19 팬데믹으로 본 바이오테러리즘의 대응방안 고찰

A Study on the Countermeasures Against Bioterrorism from the Perspective of COVID-19 Pandemic

다양한 테러무기 중에서도 세균 및 바이러스를 이용한 바이오테러리즘은 국가적 재난을 가져올 수 있을 만큼 살상력이 높고 영구적 상해를 유발할 수 있는 사회적 재난이다. 이에 대응하기 위해 바이오 및 화학테러 무기를 분석하고 관련 기술을 연구하여 테러를 예측하고자 하였으나 현재 전 세계적으로 확산되고 있는 코로나19바이러스 사태에서도 알 수 있듯이 감염자가 발생하고 확산이 시작되는 순간 대응이 쉽지 않다. 특히, 코로나19 팬데믹이 선언된 시점에서 살펴보면 우연히 발생한 감염병이라고 할지라도 향후 사회혼란을 틈타 의도를 가지고 코로나 바이러스를 무기화하여 테러행위 수단으로 이용할 가능성도 배제할 수 없다. 실제로 감염병과 바이오테러리즘의 관계는 아주 밀접하며 대응 시스템 역시 기본적으로 유사하고 상호적용이 가능하다. 따라서 본 연구에서는 코로나19바이러스감염증의 현황과 대응체계를 분석하여 앞으로 발생 가능한 바이오테러리즘의 심각성을 강조하고 출입국관리시스템과 질병보건통합관리시스템의 연계와 바이오테러리즘 맞춤형 의료시스템 구축, 정보공개에 따른 ‘사생활 침해’ 등에 대한 제도적 보완을 통해 실질적인 위기관리 인프라 구축을 대응방안으로 제시하였다.

Among the various terrorist weapons, bioterrorism using bacteria and viruses can be a social disaster that has a high killing power and can cause a permanent injuries to bring about national disaster. To prevent this disaster, prediction of the terrorism has been performed by analyzing bio and chemical weapons and researching relevant technologies, however, as seen in the case of COVID-19 spreading in world wide. In addition, even if it is an infectious disease that happened by chance at the time the COVID-19 Pandemic was declared, it can be used as a means of terrorism by weaponizing the Corona virus with future intentions through social confusion. In fact, the infectious diseases and bioterrorism are significantly close, and the response systems against these are simply similar and mutually applicable. Thus, this study analyzed the current status of COVID-19 and its response system, predicted the seriousness of possible bioterrorism in the future, and suggested the various countermeasures.
