난민 아동보호사업 질적 사례연구

A Qualitative Case Study on the Refugee Child Protection Project

본 연구의 목적은 요르단 시리아 난민캠프 아동보호사업의 방향에 대한 기초자료를 제공하여 난민 아동보호사업의 방향 결정을 돕는 기초자료를 제공하고자 하는 것이다. 사례 내 분석과 사례 간 분석을 통해 3개의 영역과 7개의 주제와 16개의 의미가 나타났다. 주제 중심으로 보면‘취약한 현실’,‘그럼에도 여전히 부족함’,‘도시화 욕구가 있는 난민캠프’,‘또 다른 세상에서 생활’,‘기댈 곳이 있음’,‘새로운 기회’,‘변화를 이끄는 공동체의 힘’등으로 분석되었다. 연구결과로 제시할 수 있는 아동보호사업 향후 방향은 시리아 난민들이 독립적인 생활 역량을 향상시킬 수 있는 현실적인 지원이 이루어져야 한다. 캠프 운영 장기화로 인한 문제해결에는 요르단 정부의 난민 수용 정책의 변화가 선행되어야 한다. 이러한 면에서 민간 기구의 역할은 많은 한계가 존재한다. 그럼에도 불구하고 난민캠프 내 일어나고 있는 아동보호문제에 대하여 아동보호사업의 민간 기구의역할 변화가 필요하다.

This study aims to provide the basic data on the direction of the Jordanian Syrian refugee camp child protection project supported by domestic organizations and to ultimately help the organizations decide the future direction. Intra-case and inter-case analysis revealed three domains, seven themes, and sixteen meanings. The seven themes are; ‘Vulnerable reality , Still lacking , Refugee camp with the desire to urbanize , Life in another world , Having a place to rely on , New opportunities , and Leading change by community’s power. The study suggests that child protection projects should provide practical intervention for Syrian refugees so that the refugees can improve their capability of living independently. In resolving the problems caused by the prolonged refugee camp, the change in the Jordanian government s policy of accepting refugees should be preceded. In that sense, the role of non-governmental organizations is very limited. Nevertheless, the role of NGOs with child protection programs needs to change to address child protection issues in the refugee camps.
