예술꽃 씨앗학교 신규 운영모델 개발을 위한 전문가 집단심층면접(FGI) 분석 연구

A Study on Focus Group Interview(FGI) Analysis for Development of New Operating Model for Arts-Flower Seeds School

본 연구는 학교 문화예술교육의 정착과 활성화를 위한 대표적인 지원 사업으로 추진되어 온 예술꽃 씨앗학교 신규 운영모델 개발을 위한 방향과 내용을 정립하는 데 목적이 있다. 예술꽃 씨앗학교는 문화예술 소외지역 학교의 전교생을 대상으로 문화예술 향유 기회를 확대하고 지역 거점 학교로 육성하고자 하는 목적 아래 우수 사례 발굴과 함께 효과적인 운영모델이 제시된 바 있다. 그러나 10여년의 사업이 진행되는 가운데 사업의 정체성 강화, 자립성과 지속성의 확보, 변화된 학교와 시대의 흐름을 반영한 새로운 운영모델 개발의 필요성이 대두하였다. 이에 본 연구에서는 예술꽃 씨앗학교 운영의 학문적 기초와 운영의 현장성을 두루 고려한 신규 운영모델 개발 방향과 주요 내용을 모색고자 하였으며, 이를 위해 주제 관련 전문성을 갖춘 학자, 컨설턴트, 현장 교사 등으로 이루어진 전문가 집단을 대상으로 집단심층면접(FGI)를 실시하였다. 연구 결과로는 사업 목적과 개념의 명확화, 지원 자격의 검토, 운영 주체별 역할과 기능의 체계화, 학교 상황에 맞는 프로그램 선정, 지역연계의 활성화, 사업의 지속성과 자립화를 위한 지원책 마련 등이 예술꽃 씨앗학교 신규 운영모델에 반영되어야 할 주요 내용으로 도출되었다.

The purpose of this study was to establish the direction and contents for the development of the supporting project of a new operating model for the Arts-Flower Seeds School, which has been promoted as a representative project for the settlement and activation of school culture and arts education. The Arts-Flower Seeds School aims to expand opportunities to enjoy culture and art for all students in schools in culturally underprivileged areas and to foster it as a regional base school. So many excellent cases have been discovered and effective operating model has been suggested. However, during the implementation period of more than 10 years, the necessity of strengthening the identity of the project, securing independence and sustainability, and developing a new operating model that reflects the changed school situation and the trend of the times emerged. In this study, the direction and contents of the development of a new operating model were explored in consideration of the academic foundation and the actuality of the operation of the Arts-Flower Seeds School. To this end, an Focus Group Interview (FGI) was conducted for a group of experts, including scholars, consultants, and teachers with expertise in the Arts-Flower Seeds School project, and their perceptions and opinions on the operation were reviewed. As a result of the study, clarification of project purpose and concept recognition, review of qualifications for support, specialization of roles and functions by operating agents, selection of culture and arts education programs suitable for school situations, preparation of plans to revitalize regional connection, preparation of support for sustainability and independence of the project, etc. It were derived as matters to be reflected in the new operating model of Arts-Flower Seeds School.
