미국의 학교상담과 진로교육

School Counseling and Career Education in USA

이 연구는 우리나라 학교상담과 진로교육의 발전을 위해 학교상담과 진로교육이 활성화되어 있는 미국의 학교상담과 진로교육을 살펴보았다. 먼저 학교상담의 발전과정과 학교상담의 모형 중 ASCA 국가모형을 중심으로 살펴보았고 그 후 진로교육의 발전과정과 진로교육 모형 중 CTE, 교과통합 진로교육, PLTW를 알아보았다. 미국의 학교상담은 치료적, 사후대처적 개입에서 점점 종합적, 예방적 접근으로 발전되어 왔다. 최근에는 종합적 학교상담모델인 ASCA 국가모형을 통해 학생의 건강한 발달 및 성장을 돕고 있으며 학교상담자의 역할을 확대해 나가고 있다. 미국의 진로교육은 1984년에 Perkins Act 라는 법률의 제정과 함께 크게 발전하였고 2018년에 Perkins V 로 개정되어 여전히 아동 및 청소년의 진로 및 기술교육을 위해 많은 예산을 지원하고 있다. 또한 CTE, 교과통합진로교육, PLTW를 통해 진로현장 친화적 교육, 단편적 교과지식의 한계를 넘은 교과 통합적 교육, 국가주도의 맞춤형 교육 등을 통해 학생들의 진로발달 및 국가의 발전을 꾀하고 있다. 이에 따른 시사점이 기술되었다.

This study examined the school counseling and career education program in USA, where school counseling and career education program are active for the development of school counseling and career education in Korea. First of all, the development process of school counseling and the model of school counseling were examined focusing on ASCA national model. and then CTE, curriculum integrated career education, and PLTW were reviewed. School counseling in USA has evolved from therapeutic and follow-up interventions to an increasingly comprehensive and preventive approach. In recent years, the ASCA national model, a comprehensive school counseling model, has helped students develop and grow healthy and expand the role of school counselors. Career education in USA evolved significantly with the enactment of the Perkins Act in 1984 and was revised to Perkins V in 2018 to still support a large budget for career and technical education for children and youth. In addition, through the CTE, integrated curriculum education, and PLTW, career-oriented education, curriculum integration beyond the limits of fragmentary curriculum knowledge, and nationally-tailored education are aimed at students’ career development and national development. Implications for this have been described.
