산업표준심의회 성과평가방안에 관한 연구

A Study on the Evaluation System of Korean Standards Commission

본 연구는 표준분야의 성과향상을 위한 대안으로 표준운영 및 심의와 관련된 거버넌스 체계(특히 산업표준심의회) 의 성과관리 및 평가 체계 구축 방안을 제안하였다. 연구목적을 수행하기 위해 본 연구는 문헌연구를 바탕으로현재 산업표준심의회의 성과관리와 관련된 문제점을 분석하였다. 분석결과 산업표준심의회와 관련된 평가체계가부재한 상황으로 평가참여 경험과 노하우 등이 수립되지 않은 상황에서 고도화된 성과평가 등의 단기적인 적용이다소 제약되므로 성과관리의 고도화 단계 등을 감안한 장기적인 성과관리(평가) 체계의 발전 방향을 도출하였다. 또한, 단기적으로 활용이 가능한 평가지표를 중심으로 산업표준심의회의 표준운영 평가체계(안)를 도출하였다. 또한, 본 연구는 해당 평가체계(안)를 바탕으로 두 차례의 표적집단면접법(FGI)을 통해 성과평가체계의 개선방안을 도출하였다. 논리모형에 따라 투입, 운영, 산출·결과에 해당하는 세 가지의 기술심의회 간 공통된 성과평가체계를 도출하였다. 또한, 표준분야를 산업일반, 환경, 국민건강 및 안전, 그리고 사회일반의 유형으로 구분하고분야별 특수 성과지표와 영향력 지표를 마련하였다.

This study proposed a performance management system for the governance system which is related to the standard operation as an alternative to improving performance in the standard field. A standard operating evaluation system(proposal version) was derived from the analysis of problems based on literature research to carry out the research objectives. Additionally, based on the corresponding assessment system(proposal version), two FGIs were used to draw up measuring to improve the performance evaluation system. According to the logical model, a common performance evaluation system was derived from the three technical review councils corresponding to input, operation, calculation and results. In addition, the areas of standards were divided into four types: industrial general, environmental, national health & safety, and social general, and specific performance indicators and influence indicators were prepared for each sector.
