Afterthoughts about the Future Directions of the National Library for Individuals with Disabilities

연구 목적: 이 연구는 문화체육관광부 장관 소속의 국립장애인도서관 발전 방향을 제시하는 것이었다. 연구 방법: 국립장애인도서관 설립 및 운영에 관한 개념 연구였다. 연구 결과: 국립장애인도서관의 변천 과정은 장애인 당사자들의 요구와 정책결정자들의 대응 간에 간극이 지속되는 과정이었다. 국립장애인도서관은 사립장애인도서관이나 공립 공공도서관과는 차별되는 기능을 수행해야 하고, 정보 접근의 어려움을 겪고 있는 정보장애인들을 정책 고객으로 포함하여야 하며, 복지기관이나 교육기관이 아닌 장애인도서관만의 정체성을 확립하여야 한다. 이를 위해 국립장애인도서관의 주요 사업은 대체자료 제작, 정보 기술 개발 등에 집중하여야 하고, 이에 적합한 직제 정원을 확보하며, 독립 청사를 건립하여야 한다. 결론: 이 연구는 국립장애인도서관의 발전 방향과 추가로 논의할 사안들을 제언으로 제시하였다.

Purpose: The purpose of this study was to propose the future directions of the National Library for Individuals with Disabilities (NLID) under the minister of Culture, Sports and Tourism. Method: This study was conducted as a conceptual article on the establishment of the NLID. Results: This study described the continued discrepancy between the needs of individuals with disabilities and policy decisions, presented the differentiated functions of NLID from those of public or private libraries, and proposed NLID s main functions such as production of accessible materials, development of accessible information technology, recruitment of the professionals in the disability field, and the establishment of an independent library building. Conclusion: This study proposed the future directions of the NLID and identified the further issues for expanding the NLID.
