The Huaixi Province in Zhenyuan Period Under the Reign of Tang Dezong

이 글은 4왕의 난 이후 정원 시기(785~805)에 淮西節度使 吳少誠이 보인 태도를 통해 당시 번진체제의 기본구조를 파악해 보려는 것이다. 오소성은 할거 번진이면서도 다른 할거 번진들과는 다른 면이 있었다. 즉 기존 상황을 그대로 유지하기보다는 주변으로의 세력 확장을 위해 매우 공격적 태도를 보였던 것이다. 물론다른 할거 번진들도 기존의 상황을 그대로 인정한 것은 아니지만, 오소성은 그 행동 방식과 정도에 있어서 차이가 있었다. 그런 만큼 덕종도 오소성에 대해서는 다른 대응을 하였다. 정원 15년(799) 8월 오소성이 陳許 번진을 공격하자 마침내 10월 덕종이 17개 번진에게 오소성 토벌을 명하였다. 그 안에는 할거 번진인 成德·幽州·魏博·淄靑도 있었는데, 이는 번진들에 대한 당시 덕종의 한계를 보여준다. 오소성에 의한 혼란을 틈 타 네 번진도 언제든 세력 확장을 노릴 가능성이 있었기 때문이다. 또 이듬해(800) 5월 당군이 오소성에게 대패하자 산남동도절도사 우적이 남쪽의 漢水 남쪽 지역을 점거할 뜻을 품었는데, 이는 당조와 번진의 세력균형이 무너지면 누구든 반역적 행동을 취할 수 있음을 나타낸다. 전선이 조금 교착되자 같은 해(800) 10월 오소성이 갑자기 군대를 철수하였다. 그 이유는 자신의 영토가 자칫 다른 번진에게 위협받을 수도 있었기 때문이다. 그러면서 전쟁이 종결되었다. 덕종의 오소성 토벌 실패는 아직 조정이 할거 번진을 제압할 수 없음을 나타낸다. 당시 할거 번진의 세력은 조정보다 우위에 있던 것이 아닐까.

This article examines the basic structure and character of Provincial Command System in the light of the Huaixi Military Commissioner Wu Shaocheng’s stance after the Jianzhong Incident. Wu Shaocheng was one of the Autonomous Provinces, but had the different side from them. Namely, he made efforts to change the conditions rather than to maintain the existing situations. Of Course, other Autonomous Provinces did not intactly accept the present circumstances, but differed in manner of ways. In the fifteen year of Zhenyuan Period, Dezong ordered seventeen Provincial Commands to suppress Wu Shaocheng. This was the only large-scale military mobilization of Dezong after the Jianzhong Incident. Autonomous Provinces such as Chengde, Youzhou, Weibo, and Ziqing were included in this military action, but it showed Dezong’s limitation because they had the possibility of conspiracy to expand their power by taking advantage of the turmoil of Wu Shaocheng. In May of the following year, when the Tang army was thoroughly defeated by Wu Shaocheng, Shannandongdao Military Commissioner Yudi wanted to occupy the south of Hanshui. This is important to show that when the balance of power between the Tang Dynasty and the Provincial Command was broken, anyone could attempt treason. In October of the same year, Wu Shaocheng suddenly withdrew his troops because his land could be come under threat by other Provincial Commands, and in the same month the war come to an end as he intended. The failure of Dezong’s suppression of Wu Shaocheng indicated that the Tang Dynasty had not dominated the Autonomous Provinces yet and the latter had advantage over the former.
