교육감과 지방의회 관계의 정치성

The Politics on Relationship between Education Superintendent and Local Council

이 논문은 교육감과 지방의회 간의 관계가 어떤 정치적 속성을 갖는지를 살펴보고자 한다. 이를 위해 교육감과 지방의회의 권한과 역할 그리고 구조적 관계를 먼저 파악하고, 관련 선행연구를 살펴보았다. 이러한 배경 이론에 근거해서 교육감과 지방의회 관계의 정치성을 A 도시 사례를 중심으로 살펴보았다. 분석 영역은 행태적 요인, 의회 활동 요인, 행정 행위 요인으로 구분하였다. 행태적 요인에서는 교육감과 지방의회 간은 정치적 성향에 따라 대립적이거나 협력적 관계를 보였으며, 교육 관료 집단은 정치 지형의 변화와 큰 상관없이 적절한 거리를 유지하였다. 의회 활동 요인에서는 지방의회가 주도권을 행사하면서 교육감의 정책이나 이념의 통제 및 제한 기능을 수행하고 있었다. 행정 행위 요인에서는 집행기관의 의지에 의해 적극적인 행정이 좌우되었다.

This paper tries to look at what the relationship between education superintendent and local council from a political point of view, where the concept of conflict and cooperation is central. To this end, the authority and role of the education superintendent and the local council and the structural relationship were identified. Based on this background, this paper looked at the case of A city with unique circumstances. The areas of analysis are behavioral factors, congressional action factors, and administrative action factors at A city. In behavioral factors, the education superintendent and local council showed confrontational or cooperative relations depending on political orientation, while the education bureaucrat group maintained a neutral position with changes in the political landscape. In congressional activities, local councils were taking the initiative, performing the functions of controlling and limiting the education superintendent s policies or ideologies. In administrative action factors, administrative actions were being led out at the will of the executive body. In order to promote the development of regional education through the revitalization of local education autonomy, the education superintendent or local councilors expertise is very important.
