중등교원 양성 교육의 쟁점과 혁신 방안

Issues and Responses in the Secondary School Teacher’s Education

이 연구에서는 중등교사 교육에 대해 현재 제기되고 있는 중요한 쟁점을 검토하고;미래지향적인 중등교사 교육의 방향을 제시하였다. 중등교사 양성교육과 관련하여 제기되고 있는 현재 쟁점은 크게 3가지로 나누어 살펴보았다. 첫째;중등교사 양성과 관련하여 수급이 불일치하고 있다는 점이다. 둘째;학교 현장에서 활동하고 있는 교사를 양성하는 교육과정이 얼마나 준비도가 높은 예비교사를 양성하고 있는지의 문제를 검토하였다. 셋째;중등교사의 질 관리를 위한 개인과 기관 통제에 대한 것으로 개인에 대한 자격관리는 현행 무시험검정이 교원의 질관리 체제로 합당한가에 대한 것이다. 이 연구에 서는 중등교사 양성교육의 쟁점별로 검토하여 의견을 제시하는 것을 지양하고 해당 영역에서 미래지향적인 방향을 탐색하고자 하였다. 첫째;중등교사 양성의 수급과 관련하여 그동안 학급당 학생수;교원 1인당 학생수를 기준으로 산정하던 교원 수요예측에서 벗어나서 미래형 학교교육에 적합한 맞춤형 교육에 필요한 교원 정원 산정방식을 새롭게 구안할 필요가 있다는 것이다. 둘째;중등교사의 전문적 역량에 대한 재규정을 통해 양성교육과정을 혁신할 필요가 있음을 제시하였다. 셋째;교사 자격 및 양성기관 관리혁신을 위하여 현행 ‘관료적 통제모형’에 ‘시장 모형’이 좀 더 강조될 필요가 있음을 제시하였다.

In this study, the important issues that are currently being raised about secondary school teacher’s education were reviewed and the direction of future-oriented secondary teacher education was presented. The current issues raised in relation to the secondary school teachers were examined in three major points. First, there is a discrepancy between supply and demand of teachers. Second, it is about how prepared program is. Third, it is about the control of individuals and institutions for quality control of secondary school teachers. In this study, it was recommended to explore future-oriented directions in the area. First, regarding the supply and demand of secondary school teachers, it is necessary to devise a new method of calculating teacher quota for customized education suitable for future school education. Second, it was suggested that the training courses need to be innovated through the re-regulation of the professional competency of secondary school teachers. Third, it was suggested that the market model needs to be emphasized more in the current official control model for teacher qualification and innovation in the management of the benign institutions.
