조직진단 기법을 활용한 시·도 교육청 취업지원센터 발전방안 연구

Development Measures for Employment Support Centers of Metropolitan and Provincial Offices of Education based on Organization Diagnosis Technique

이 연구의 목적은 시·도교육청 취업지원센터의 역할 및 현재 수준을 진단하고 발전방안을 도출하는 데 있었다. 이를 위해 말콤 볼드리지(Malcolm Baldridge) 모형을 기반으로 조직진단을 위한 인터뷰용 질문지를 개발하였으며, 전국의 시도교육청 취업지원센터에 근무 중이거나 관련 업무를 담당하는 교사 7명, 취업지원관 4명, 담당주무관 1명의 총 12명을 대상으로 FGI를 실시하였다. 인터뷰 결과 중 의미 있는 진술을 분류 및 범주화하여 문제점을 도출하였으며, 이를 토대로 내부 연구진 회의를 통해 취업지원센터 주요 이슈 및 발전방안을 제시하였다. 연구의 주요 결론은 다음과 같다. 첫째, 취업지원센터 조직을 진단하기 위해 말콤 볼드리지 모형을 기반으로 조직진단 도구를 개발하였다. 둘째, 취업지원센터 조직진단 결과로 ‘리더십’, ‘전략적 계획’, ‘수요자 중심’, ‘네트워크를 통한 정보관리’, ‘조직구성원’, ‘운영 프로세스’의 여섯 가지 지표에서 18개의 문제점을 도출하였다. 셋째, 취업지원센터의 발전을 위해 ‘책무성 확립’, ‘전략적 계획 수립’, ‘전문성 확보’, ‘지역·산업별 유관기관 및 고용정보 관리’, ‘취업·현장실습을 위한 기업체 관리’, ‘학교·학생 지원 프로그램 운영’의 여섯 가지 이슈로부터 19개의 발전방안을 제안하였다. 넷째, 취업지원센터의 발전을 위해 추가적으로 연간 성과평가 결과 및 센터 내외부 변화를 반영한 차년도 계획 수립, (가칭)취업지원위원회 구성의 방안을 제안하였다.

This study is aimed to diagnose the purpose of the establishment, the role that the government and stakeholders expect to play, and the current status of the Provincial Employment Support Centers (ESCs), and to draw development measures. To that end, interview questions were developed based on the Malcolm Baldridge(MB) model, and the FGI was carried out involving a total of 12 including seven teachers, four employment support officers, and one government officer currently working at the Provincial ESCs across the country or in charge of relevant tasks,. Meaningful answers from the interview were classified and categorized into the sectors in the MB model, and problems of the centers were driven. Based on the problems, main issues and development measures were suggested at the internal researchers meeting. The main conclusions of the study are as follows. First, the tool for organizational diagnosis was developed based on the MB model in order to diagnose the Provincial ESCs. Second, 18 problems of the ESCs were driven from six indicators including leadership, strategic plan, consumer-driven, information management using network, organization members, and operational process, as a result of the organizational diagnosis of the ESCs. Third, 19 development measures were suggested from six issues including ensuring accountability, drawing up strategic plan, acquiring expertise, managing relevant institutions by region and industry and employment information, managing companies for employment and field study, and operating supportive programs for schools and students for the sake of the ESCs. Fourth, the plan for the next year was prepared by reflecting the result of the annual performance assessment and change in and outside of the centers, and organizing tentatively named the Employment Support Committee was suggested as a development measure for the ESCs
