CIPP를 활용한 임업훈련기관의 교육역량 진단 및 개선 방안

Educational Competency Assessment and Improvement Strategy for Forestry Technical Training Center

농산촌의 인구가 감소하고 임업 기계화에 대한 요구가 증가함에 따라 산림업 분야의 전문 노동력 양성 및 확보가 중요해지고 있다. 전문 임업 기능인을 양성하는 대표적인 교육기관으로 3개 임업훈련원이 있는데, 산림인력의 지속적 양성을 위해서는 임업훈련원의 교육역량을 진단할 필요가 있다. 이에 따라 본 연구는 3개 임업훈련원의 교육역량을 총제적인 관점에서 진단하고, 그것을 기반으로 교육역량을 향상시킬 수 있는 방향을 제시하는 것을 목적으로 하였다. 이를 위해 문헌 고찰, 인터뷰, 설문조사 등의 방법을 활용하여 임업훈련기관의 교육역량을 진단하고 이를 토대로 임업훈련기관의 개선방향을 제안하였다. 임업훈련기관의 교육역량은 CIPP 평가모형을 활용하여 진단하였고, 진단 결과로 도출된 시사점을 토대로 이해관계자의 협의를 거쳐 개선 방안을 수립하였다. 이 연구를 통해 도출된 여덟 가지 주요 개선 방안은 다음과 같다. 첫째, 교육생을 대상으로 한 서비스를 확대해야 한다. 둘째, 산림조합중앙회를 대상으로 하는 교육을 강화해야 한다. 셋째, 산림청의 정책과 관련된 교육을 확대해야 한다. 넷째, 임업훈련원 내부 협력 체계를 구축해야 한다. 다섯째, 전문가를 체계적으로 활용하고, 임업훈련원을 홍보할 수 있는 체계를 갖춰야 한다. 여섯째, 교관의 교육전문성을 개발해야 한다. 일곱째, 재무적인 안정성을 확보해야 한다. 여덟째, 체계적 교육의 기반을 구축해야 한다.

Cultivating and securing the highly trained workforce has taken on greater importance in accordance with population decrease in rural areas and increasing needs of forestry mechanization. The purpose of this study was to develop strategies for enhancing educational competency of three FTTC(Forestry Technical Training Center)s, based on the assessment of their educational competency with comprehensive view. Literature review, interview and survey were used to achieve the purpose. FTTC s educational competency was assessed by CIPP evaluation model, and the plan was developed through meeting in which multiple stakeholders participated on the basis of implications from the result of the assessment. The eight major strategies for enhancing educational competency of three FTTCs are as follow. First, various convenient facility service should be provided for FTTC trainees. Second, Training and Development for executive and staff members of NFCF(National Forestry Cooperatives Federation) should be fully supported. Third, more training and development programs that support Korea Forest Service(KFS)’s policy is needed. Forth, internal cooperation system of FTTC ought to be established. Fifth, system for utilizing forestry experts and promoting FTTC should be formulated. Sixth, FTTC instructor’s educational expertise should be more developed. Seventh, FTTC’s financial stability should be secured. Eighth, systematic educational foundation of FTTC should be established.
