중소기업 교육훈련 프로그램 전이측정도구개발 및 평가

Development a Scale for Learning Transfer and Behavior Evaluation of Education Training programs for Employees in Small and Medium Enterprises

이 연구의 목적은 중소기업근로자를 대상으로 한 교육훈련프로그램의 전이 측정을 위한 도구 개발 및 교육훈련전이를 평가하는 데 있었다. 이 연구에서는 교육훈련 전이평가를 위해 선정된 4개의 교육프로그램 별 교육훈련전이 측정도구를 선행연구들의 교육훈련 전이행동지표 개발방식을 활용하여 개발하고자 하였으며 이를 위해 첫째, 학습목표 및 필수학습요소를 도출하고 둘째, 교육훈련 전이평가가 필요한 필수학습요소를 도출하였으며 셋째, 전이행동지표를 개발한 후 넷째, 전이행동지표의 검증 및 확정의 절차로 교육훈련 전이측정도구를 개발하였다. 이러한 과정을 통해 개발된 측정도구는 영업사원 능력개발 12문항, Auto CAD(일반) 14문항, 현장혁신의 기초 5S활동 18문항, PLC 제어기초 18문항으로 이루어졌다. 교육훈련전이 측정도구를 활용해 측정된 4개 교육프로그램의 교육훈련전이는 5점 만점에 영업사원 능력개발 3.28, Auto CAD(일반) 3.80, 현장혁신의 기초 5S활동 3.40, PLC 제어기초 3.63이며, 평균 교육훈련전이는 3.54로 보통수준 이상으로 나타났다. 본 연구에서는 교육프로그램의 교육훈련전이 측정 시 각 프로그램별로 맞춤형 문항을 개발하여 보다 구체적인 교육훈련 전이평가가 이루어질 수 있게 함으로써 중소기업 교육훈련 프로그램의 보완점을 개선하여 현행 프로그램의 개선을 모색하는 토대를 마련하였다.

The purpose of this study was to develop the evaluating tool for behavior evaluation and analyze the performance of education training programs for employees in Small and Medium enterprises through behavior evaluation which is the extent of applied learning back on the job implementation. In order to conduct this study, we developed behavior indicators for behavior evaluation of 4 training programs. For developing behavior indicators, we validated learning objectives and essential learning point required behavior evaluations. As a result, 12 indicators for ‘Sales person competency development program’, 14 indicators for Auto CAD, 18 indicators for the basic of innovation 5S activitiy’ and 18 indicators for PLC Controls basic were developed. The learning transfer level of each program for employees of Small and Medium enterprises was average 3.54 point which is more than middle level. In this study, empirical learning transfer results can be found since we used evaluation tool which developed by each program. Moreover, this study showed that the level of learning transfer of 4 programs conducted in the same institution can vary with the features of subject.
