농촌진흥공무원 전문지도연구회 퍼실리테이터 교육과정 설계

Designing Facilitator Training Program for Korea Extension Specialist

이 연구의 목적은 농촌진흥공무원 직무교육 활성화를 위해 농촌진흥청 실행공동체인 전문지도연구회의 퍼실리테이터 역량강화 교육과정을 설계하는 데에 있다. 이를 위해 전문가협의회, 구성원 점검, 전문가 검토의 세 가지 접근 방식을 적용하였다. 먼저, 전문가협의회에서는 명목그룹기법을 통해 퍼실리테이터의 다양한 역할을 제시하였으며, 이를 통해 네 가지의 역할을 도출하였다. 다음으로 구성원 점검에서는 7대 분야별 전문지도연구회를 대상으로 전문가협의회에서 도출된 역할에 관한 서면의견서를 발송하여 역할에 대한 평가를 실시하였다. 평가 결과를 종합하고 추가적인 역할을 덧붙임으로써 퍼실리테이터의 역할을 일반화하였다. 마지막으로 각각 역량 모델링과 퍼실리테이팅 관련 내용전문가 2인의 검증 과정을 통해 역할과 역량 모델의 타당성을 확인하였다. 연구 결과 전문지도연구회 퍼실리테이터의 5대 역할과 14개의 역량을 정립하였다. 퍼실리테이터의 역할은 ① CoP 활성화 촉진자, ② CoP 변화관리자, ③ CoP 성과창출 지원자, ④ HRD 프로세스 지원자, ⑤ 교육과정 촉진자 등과 같다. 설계된 퍼실리테이터 역량강화 교육과정은 7개의 모듈에서 14개의 역량이 반영될 수 있도록 하였다. 교육과정의 경우에는 전문지도연구회의 7대 그룹별 구성을 감안해 작목 분야 중심과 농업지원 중심으로 구별하였다. 향후 퍼실리테이터 역량강화 교육의 확산을 위해서는 전문지도연구회에 대해 실행공동체로서의 성숙도 수준별로 퍼실리테이터 역량강화 교육과정의 구성 및 교육 운영 방식을 차별화할 것을 제안하였다.

The purpose of this study is to design facilitator education and training program of Korea Extension Specialist as CoP for rural extension workers professional training and development. Three approaches, such as experts conference, member check, and SME reviews, were applied for this study. First, in experts conference, 34 roles of facilitator were suggested through nominal group technique, in consequence, four role models were derived from aforementioned roles. Second, reviews for role models suggested by experts conference were executed from 7 areas of Korea Extension Specialist s recipients via written statement. Researchers generalized the facilitator role model in rural development by synthesizing their reviews and adding roles of facilitator. Lastly, facilitator roles and competencies are validated by two SMEs who have specialty in respective area, one in facilitating, and the other in competency modeling. A total of 5 role categories and 14 competencies were derived as facilitators for Korea Extension Specialist. 5 roles are as follows: ① CoP activation facilitator ② CoP change agent ③ CoP performance supporter ④ HRD process manager ⑤ education and training program facilitator. Facilitator education and training program is consist of 7 modules which reflects of the 14 competencies and has two types as kind of crops and extension. This study recommends the diversification on education and training program profile and delivery methods in accordance with maturity level of Korea Extension Specialist as CoP for enlarging facilitator education and training program.
