농업교육훈련 프로그램의 효율성 분석

An Analysis of Efficiency of Agricultural Education and Training Programs

이 연구의 목적은 농촌진흥청의 농촌인력자원개발센터를 통해 농촌진흥공무원과 농업인을 대상으로 수행되고 있는 농업교육훈련 프로그램의 효율성을 분석하고, 이를 토대로 효율성제고방안을 모색하는데 있다. 연구목적 달성을 위해 자료포락분석(Data Envelopment Analysis: DEA)및 토빗모형(Tobit Model)을 이용하여 농촌진흥청에서 수행하고 있는 농촌진흥공무원 대상 교육훈련 프로그램(53개)과 농업인 대상 교육훈련 프로그램(27개)의 효율성을 분석하였으며, 이를 토대로 도출된 주요 연구결과를 제시하면 다음과 같다. 첫째, 농촌진흥청에서 수행하고 있는 농촌진흥공무원 대상 53개 교육훈련 프로그램의 기술효율성 평균값이 0.83으로 나타나 17%의 운영개선의 여지가 있는 것으로 분석되었다. 기술효율성을 순수기술효율성(0.92)과 규모효율성(0.90)으로 구분해서 분석해본 결과 규모효율성이 미세하지만 비효율에 영향을 더 미치는 것으로 나타났다. 둘째, 농촌진흥청에서 수행하고 있는 농업인 대상 27개 교육훈련 프로그램의 기술효율성 평균값은 0.62로 나타나 38%의 운영개선의 여지가 있는 것으로 분석되었다. 기술효율성을 세분해서 분석해보면 규모효율성(0.82)보다는 순수기술효율성(0.78)이 비효율에 더 영향을 미치는 것을 알 수 있다. 셋째, 토빗모형을 이용한 효율성 원인분석 결과 농촌진흥공무원 대상 교육훈련 프로그램의 효율성 제고를 위해서 투입예산과 투입시간이 중요한 변수로 나타났으며, 농업인 대상 교육훈련 프로그램의 효율성 제고를 위해서는 투입예산과 투입강사 수가 중요한 변수인 것으로 나타났다. 이러한 분석결과는 농촌진흥청의 농촌인력자원개발센터를 통해 농촌진흥공무원과 농업인을 대상으로 수행되고 있는 농업교육훈련 프로그램의 비효율성 원인을 분석하고, 이를 토대로 효율성 제고방안을 모색하는 기초자료로써 유용하게 활용될 수 있을 것이다.

The purpose of this study is finding improvement of efficiency which from analysis the efficiency of agricultural education and training programs for civil servants and farmers which provided form Center of Rural Human Resource Development in the Rural Development Administration. For the purpose, Data Envelopment Analysis and Tobit Model are used to analyse the efficiency from the 53 agricultural education and training programs for civil servants and 27 agricultural education and training programs for farmers. The result is as follows. Firstly, the average of technical efficiency of the 53 agricultural education and training programs for the civil servants of Rural Development Administration is 0.83. It means that there could be 17% improvement on the technical efficiency. The technical efficiency is separated pure technical efficiency and scale efficiency. And average of the pure technical efficiency and scale efficiency are measured 0.92, 0.90 respectively. The scale efficiency is a little more inefficiency effect to the technical efficiency. Secondly, the average of technical efficiency of the 27 agricultural education and training programs for the farmers is 0.62. It means that there could be 38% improvement on the technical efficiency. The technical efficiency is separated to pure technical efficiency and scale efficiency. And averages of the pure technical efficiency and scale efficiency are measured 0.82, 0.78 respectively. The pure technical efficiency could more affect to the inefficiency than the scale efficiency. Thirdly, from the results of analysed causality using Tobit Model, the size of budget and input times are important variables for civil servants of Rural Development Administration. And the size of budget and the number of teachers are important variables for farmers. It can be useful implications to help to find the way of improvement of the efficiency from which analyse causality of the inefficiency in the agricultural education and training programs for the civil servants of Rural Development Administration and farmers.
