한국농수산대학의 개편 요구 분석

Needs Analysis for Reorganization of Korea National College of Agriculture and Fisheries

이 연구는 국내 유일의 생산중심 농업인력 양성을 목적으로 설립된 국립한국농수산대학의 발전방향 모색을 위한 시사점을 도출하기 위해 우리나라의 농림수산식품업 현황 및 정책의 변화를 분석하고, 한국농수산대학 내부구성원을 대상으로 개편 요구분석을 실시하였다. 우선 농림수산식품업의 인력 및 산업 현황, 미래 인력 수요, 정책동향 등은 관련 내부자료 및 보고서, 학술논문, 통계 자료 등을 통해 분석하였고, 한국농수산대학 관계자들의 개편에 대한 요구를 파악하기 위해 교수, 교직원, 재학생과 졸업생을 대상으로 대학의 방향, 학과 개편, 교수 역량 강화, 학생 선발, 교육과정 개편, 시설 및 기관, 졸업생 지도에 대한 설문조사를 실시하였다. 이 연구의 결론은 다음과 같다. 첫째, 한국농수산대학은 인력수요와 정부정책에 부응하여 농업, 임업, 수산업, 식품업 네 분야의 생산중심 인력 양성 기관의 역할이 요구되었다. 임업, 수산업, 식품업 관련 학과의 신설이 필요하다. 둘째, 한국농수산대학의 설립 목적과 정체성을 유지하면서 2, 3차 산업의 교육 기회 확대가 요구된다. 2, 3차 산업 분야 과목을 개설하여 부전공의 형태로 운영이 가능하다. 셋째, 장기현장실습은 전공을 고려한 기간의 탄력적 운영과 졸업생의 현장교수 임용 확대 등을 통해 내실 있는 운영이 요구된다. 넷째, 의무영농기간 동안의 관리와 증가하는 졸업생의 지원을 보다 효율적으로 하기 위해 졸업생 관리 및 지원 전담부서의 설치가 요구된다.

The purpose of this study is to analyze the current status of food, agriculture, forestry and fisheries industry in Korea, the policies of MFAFF(Ministry for Food, Agriculture, Forestry and Fisheries), and the needs for reorganization of KNCAF(Korea National College of Agriculture and Fisheries) which is the only national college established to cultivate agricultural labor force, for seeking development strategies of KNCAF. In advance, we analyzed the industry trend, the human resource trend, the human resource demand, reports, thesis and statistical data of MFAFF. Then, we conducted survey on the issues about the direction of KNCAF s strategy, reorganization of departments, reinforcing competency of professors, student selection, reforming curriculum, the establishment of institution and a guidance of graduates to understand the needs on reorganization. The results from this research were made as follows. First, KNCAF is asked for the role of human resource development institution in regard to the four parts such as Food, Agriculture, Forestry and Fisheries, to meet the demand of human resource development and the government policies. Therefore, it needs to establish the related departments of Food, Agriculture, Forestry and Fisheries. Second, it is required to expand educational opportunities for the secondary and tertiary industries, as maintaining establishment purpose and identity of KNCAF. The subjects about the secondary and tertiary industries could be operated as minor curriculum. Third, a long-term practicum needs to be managed substantially through the flexible operation considering major, and by expanding recruitment of workplace professor among its graduates. Forth, it is asked to establish department exclusively for administration and supporting graduates. It needs to support their students efficiently during the mandatory agriculture period as the number of graduates is increasing.
