공공부문의 BSC 기반 성과관리시스템의 개선 전략

이 연구의 목적은 공공부문 성과관리 제도, 성과관리시스템 활용 현황 및 문제점을 분석하고, 공공기관 BSC 도입 사례 분석을 통하여 공공부문 BSC 기반 성과관리시스템의 개선 전략을 도출하는데 있었다. 연구 목적을 달성하기 위하여 공공부문의 성과관리, 공공부문 성과관리시스템으로서의 BSC의 개념 및 특성 등을 문헌조사하고, 우리나라 공공부문의 성과관리 제도와 성과관리시스템 활용 현황 및 문제점을 분석하였다. 또한 BSC 분석틀을 개발하고, 개발된 분석틀을 활용해 BSC 도입 우수사례인 7개 기관을 최종 분석기관으로 선정, 분석하여 핵심 성공요인 및 벤치마킹 포인트를 도출하였다. 이를 통하여 우리나라 공공부문 성과관리 제도로서 정부업무평가, 재정 성과관리제도, 직무성과계약제, 근무성적평가에 관한 현황 및 특징, 공공부문에서의 BSC 활용 현황과 문제점, 공공부문 성과관리시스템으로서 BSC 도입 및 운영에 대한 개선 전략을 제시하였다.

The purpose of this research was to analyze the performance management system in the public sector, the current application of performance management system and its problems, to draw the success factors and benchmarking points of best practices with BSC introduction and management in the public sector through analyzing examples of BSC introduction in the public sector, and to develop an improvement strategy for the performance management system in the public sector. To accomplish the purpose of this research, the literature review on the concept and trait of BSC as the performance management system was conducted. The performance management system in the public sector in Korea, the current application and problems of the system were analyzed. Also, the analysis model was developed, and the cases of 7 institutions, such as the Defense Media Agency, the Ministry of Land, Transport and Maritime Affairs, the Rural Development Administration, the Military Manpower Administration, the Korea Forest Service, the Ministry of Knowledge Economy, and the Korean Intellectual Property Office, selected as the best practice of BSC introduction were analyzed to draw the success factors and benchmarking points by the analysis model. Based on the analysis, first, the present status and traits of performance management systems in Korea such as the government performance evaluation, the performance management in finance, the performance agreement system, the performance appraisal system were identified. Second, the present application status of BSC was analyzed and its problems in the public sector were indicated. Third, the improvement strategy for BSC as the performance management system in the public sector was established.
