중소기업청 위탁지원 특성화 고등학교의 벤치마킹 정보의 단계적 도출

Draw Stepwise Benchmarking Information for Specialized High School Supervised by Small and Medium Business Administration

이 연구는 중소기업청 위탁지원 특성화 고등학교의 상대적 효율성을 구하고, Tier 분석을 통해서 중소기업청 위탁지원 특성화 고등학교 중, 비효율적인 학교가 효율성을 가지게 하기 위해서 벤치마킹하는 단계를 분석하였다. 이 연구의 결과는 첫째, 중소기업청에서 위탁지원하는 특성화 고등학교 중에서, 효율성이 1.00으로 나타난 학교는 23개교(37.7%)인 것으로 나타났다. 둘째, 3단계를 거친 Tier 분석에 의하면, 기계금속분야 학교의 경우, 22개 학교(94.8%), 전기전자분야의 학교의 경우, 20개 학교(95.2%), 정보통신분야 학교의 경우, 16개 학교(94.1%)가 효율적인 학교로 전환이 되었다. 셋째, 비효율적으로 나타난 학교는 Tier 분석 1에 나타난 학교를 벤치마킹을 해야 하지만, 생산성의 격차가 너무 크기 때문에 당장 벤치마킹을 하는 것엔 무리가 따를 것이다. 따라서, Tier 분석에 따라 나타난 단계를 거쳐서 다음 단계로 도달하는 것이 쉽게 효율적인 학교로 갈수 있을 것이다. 이를 위해서 학교의 장기발전계획을 수립을 하는데, 도움을 줄 수 있는 컨설팅 등을 수시로 학교가 원할 경우, 중소기업청에서 지원을 해주어야 한다.

This study was to analyze relative effectiveness of specialized high school supervised by small and medium business administration, and for out of these school with non-effectiveness, analyze step of benchmarking through tier analysis. The major conclusion of this study were as follows. First, among the specialized high school supervised by small and medium business administration, there were 23 specialized high School(37.7%) had under 1.00 effectiveness. Second, according to 3 step tier analysis, in case of mechanical-metallic high schools, 22 school(94.8%) changed to effectiveness school, in case of electrical and electronic high schools, 20 school(95.2%) changed to effectiveness school and in case of information and communication high schools, 16 school(94.1%) changed to effectiveness school. Third, non-effectiveness schools benchmarking to schools which were appeared in tier 1 analysis with step in tier analysis. For this, small and medium business administration support (e.g., school consulting) should be planned for devise a long-range plan of each school.
