농촌여성 평생학습센터 실태분석과 운영모델개발

Investigation of the Implementing Status of Rural Women s Lifelong Learning Center and Development of the Implementing Model

본 연구는 농촌발전의 새로운 전략으로 간주되고 있는 평생학습 패러다임을 적용하여 추진되고 있는 농촌여성 평생학습센터사업의 실태를 조사·분석하고, 농촌여성 평생학습센터의 운영체계와 프로그램을 설계하고, 효과적인 운영 전략을 제시하는데 목적이 있었다. 본 연구의 결과는 다음과 같았다. 첫째, 8개 지역에서 운영되고 있는 농촌여성 평생학습센터의 특성이 접근성, 시설, 대상범위, 담당자의 역량, 조직풍토, 차별화전략, 프로그램 정보 등에 의해서 확인되었다. 둘째, 이러한 실태조사의 결과에 근거하여 농촌여성 평생학습센터에 대한 종합적인 진단과 발전을 위한 해결방안이 논의되었다. 셋째, 농촌여성 평생학습센터의 비전, 전략, 정의, 프로그램, 기대효과 등이 포함된 운영체계가 설계되었다. 넷째, 농촌여성 평생학습센터의 성공적인 정착을 위해 운영의 기본방향과 효과적인 운영 전략과 방법이 구상되었다. 다섯째, 농촌여성 평생학습센터의 프로그램운영 모델이 취미․교양 프로그램, 다문화 과정 프로그램, 여성농업인 경영 프로그램, 학력 및 자격증 인증 프로그램 등으로 개발되었다. 이러한 연구결과는 운영모델이 지역에 보급됨으로써 농촌여성 평생학습센터가 농촌지역에 조기 정착이 가능하도록 하며, 농촌여성 평생학습센터 운영의 효율성에 기여할 것이다. 또한 성공적인 농촌여성 평생학습센터의 운영은 농촌여성의 역량개발뿐만 아니라 농촌여성의 생활문화의 질을 향상시키는데 중요한 의미가 있을 것이다.

Recently, the paradigm of lifelong learning is considered as a new strategic model of rural development. The objectives of this study were to investigate the implementing status of rural women s lifelong learning center to develope the implementing systems and the programs, to present the effective implementing strategies. The research methods were adapted with reviewing the related literature, investigating the fields of 8 rural women s lifelong learning centers, interviewing from the officers and the staffs of rural women s lifelong learning center, and discussing with the related professionals. The findings were as follows. First, the characteristics of rural women s lifelong learning center were explored by the accessability, the educative qualities of facilities, target clients, staff s competencies, organizational supporting climates, and informations of program. Second, Based on the identified characteristics, it was discussed on making the integrated diagnosis of rural women s lifelong learning center and on drawing the problem solving alternatives. Third, it was designed the management systems of rural women s lifelong learning center including vision, strategies, definition, program, effectiveness. Fourth, it were draw the fundamental orientations the effective implementing strategies and techniques for successful settlement of rural women s lifelong learning center. Fifth, it were developed the programs which were pastime and liberal arts oriented program, intercultural oriented program, rural women s management program, schooling and qualification oriented program. The above products might contribute for rural women s lifelong learning center to make settlement quickly in rural area by distributing the management systems and to implement efficiently the rural women s lifelong learning center. Also, the successful implementation of rural women s lifelong learning center result in developing rural women s competencies and in upgrading meaningly the quality of life-culture for rural women.
