DEA와 Malmquist 생산성 지수에 의한 전문계 고등학교의 효율성 변화 분석

Analysis of the Efficiency Change in Vocational High Schools: DEA and Malmquist Productivity Index approach

이 연구는 직업교육예산이 지방 이양 전후로 전문계 고등학교의 성과의 변화를 분석하는데 목적을 두고 있다. 그리하여 DEA와 Malmquist 생산성 지수를 활용하여 투입요소로 재정지원액을, 산출요소로 입학생수, 진학생수, 동일계 취업자수로 하여 16개 시도의 전문계 고등학교의 효율성 변화를 분석하였다. 이 연구의 결과는 첫째, 중앙정부 지원이 지방정부으로 이양된 이후 효율성 측면에서 개선이 필요한 교육청 수가 늘어났으며, 성과는 감소한 것으로 나타나 중앙정부에서 계획하고 지원하여야 한다는 외국의 사례와 일치하였다. 둘째, 전체 교육청 모두에서 전문계 고등학교 내부의 구조조정이나 경영혁신을 통해 내부의 비효율을 얼마나 제거 여부에 따른 성과 변화는 두드러지지 않으나 정부정책 등 전문계 고등학교 외부의 환경 변화에 의한 영향에 의한 것으로 나타났다. 셋째, 전문계 고등학교는 지원되는 재정에 16개 시도 교육청의 전문계 고등학교가 영향을 받는다는 의미가 있는 것이기 때문에 직업교육과 관련된 재정지원은 정부에서 지속적으로 지원이 되어야 함을 나타낸다. 넷째, 예산 지원 분야의 어느 부분이 비효율적인지를 확인하여 결과를 학교운영이나 관리에 직접 적용할 수 있다. 넷째, 실제의 정책적인 외부적인 요인에 의해서 많은 영향을 받고 있지만, 효율성을 기하기 위해서 내부적인 혁신도 동시에 추구할 수 있도록 지원을 해주어야 한다.

This study was to analyze performance change of vocational high schools according as education budget system was transferred to local government. So, this study analyzed efficiency and productivity difference of vocational high schools. 16 municipal data were analyzed in this study. Government financial support was analyzed as an input factor, and the numbers of students who got an admission and went on to a higher stage of education, and are employed were analyzed as an output factors. The major conclusions of this study were as follows. First, after transferring support system from the central government to local government, efficiency and productivity are decreased in more local education offices. This result supported the study of foreign case which the central government should directly plan and support vocational high schools. Second, the performance differences are not remarkable in all cases in spite of restructuring and management innovation, however external factors such as government policy made changes. Third, vocational education budget system should be supported by central government. Fourth, the government should analyze the problem field, and these results can be applied for school management directly. Finally, in order to raise efficiency, the government should support internal innovations of vocational high school as well as external factors.
