The objectives of this study were to explore phase change and traits of agriculture and rural population in Korea according to rural planning process. According to its traits the periods of rural planning in Korea can be divided into five periods. In the first period Korea lay emphasis on food self-supply, antipoverty and improvement of living condition. In the second period Korea lay emphasis on food self-supply, green revolution and income gap mitigation between urban and rural, between the rich and the poor. In the third period Korea lay emphasis on balanced regional development, integrated rural development. In the fourth period Korea lay emphasis on agricultural structure adjustment, multifunctionality of agriculture. In the fifth period Korea lay emphasis on sustainable rural development and balanced rural development. The market rationality bring on malfunction of agriculture as a food supply and discriminative population between city and rural areas. So it is necessary for us understood malfunction of agricultural expansionism and discriminative approach to rural population to improve Korea rural condition.
